Chinese state-owned enterprises undertake construction of underwater highway tunnels

Recently, the bidding results for the construction and supervision of the G92 Hangzhou Bay Area Ring Expressway from Qijiashan in Ningbo to Jintang in Zhoushan (Yongzhou Expressway double track) have been officially announced. The project is located in Ningbo City and Zhoushan City, Zhejiang Province, with a total length of about 18 kilometers, including the Jintang Subsea Tunnel, which is about 11.6 kilometers long. It is currently the longest underwater highway shield tunnel in the world, with a pipe diameter of 15.7 meters. It is constructed according to the standard of a two-way six lane expressway, with a designed speed of 100 kilometers per hour (80 kilometers per tunnel section).

The total estimated investment of the project is about 15.605 billion yuan, which is divided into four civil engineering sections, one housing construction section, and one traffic safety greening section. The winning bid situation is as follows:

TJ1 section: China Railway 14th Bureau Group Co., Ltd. (consortium leader) and Zhejiang Jiaotong Group Co., Ltd., with a bidding price of approximately 3.919 billion yuan;

TJ2 section: CCCC Tunnel Engineering Co., Ltd., with a bidding price of approximately 2.278 billion yuan;

TJ3 section: China Railway Tunnel Group Co., Ltd. (leading consortium) and Ningbo Transportation Engineering Construction Group Co., Ltd., with a bidding price of approximately 2.047 billion yuan;

TJ4 section: Zhejiang Jiaogong Road and Bridge Construction Co., Ltd., with a bidding price of approximately 1.426 billion yuan.

The supervision sections were awarded to China Railway Wuhan Bridge Engineering Consulting and Supervision Co., Ltd., Zhejiang Jiaoke Engineering Management Co., Ltd., and Ningbo Traffic Engineering Consulting and Supervision Co., Ltd. respectively.

As a key component of the Shanghai Zhoushan Ningbo Cross Sea Passage, the project is planned to commence construction in September 2025 and be completed and opened to traffic by 2030. It will significantly enhance the connectivity and emergency support capabilities of the transportation network in Ningbo Zhoushan area, and has important strategic significance for promoting the integrated development of the Yangtze River Delta.
