China National Offshore Oil Corporation undertakes international offshore oil projects

On October 14, 2025, the Qatar BH EPIC general contracting project, undertaken by China National Offshore Oil Engineering Co., Ltd. (hereinafter referred to as "CNOOC Engineering"), was fully launched. The project is the largest international offshore oil and gas engineering general contracting project contracted by CNOOC so far, which is of great strategic significance for the implementation of the the Belt and Road Initiative and the promotion of international energy cooperation.

The project is invested and developed by Qatar Energy Company, located in the Bul Hanine oil field in the Persian Gulf about 100 kilometers east of the Qatar coastline, with a maximum depth of about 40 meters in the sea area. The project scope covers the full life cycle work of more than 60 individual marine oil and gas facilities and 40 submarine pipeline cables, including design, procurement, construction, installation and commissioning, as well as the renovation of in-service platform facilities and the dismantling of abandoned platforms. The total amount of steel processing exceeds 130000 tons. The diversity of its business categories and the complexity of its work have set new records in the history of China National Offshore Oil Corporation (CNOOC) engineering.

To ensure the smooth implementation of the project, the CNOOC Engineering project team conducted in-depth research on the contract terms and technical requirements, and systematically identified the key and difficult points in the project execution process. By implementing pre management and precise risk assessment, the team has developed a detailed implementation plan and strict quality management plan. The project will fully rely on China's well-established marine engineering industry chain resources, and through refined and standardized control, promote the project to achieve high standard construction and high-quality delivery.

In recent years, CNOOC Engineering has continued to deepen its presence in the Middle East market and has established stable cooperative relationships with international energy companies such as Saudi Aramco and Qatar Energy. Since the 14th Five Year Plan, CNOOC Engineering has undertaken a total of 14 projects in the Middle East region, and its international engineering package contracting capability has been highly recognized by the Middle East market, demonstrating the comprehensive strength of China's high-end offshore equipment manufacturing.
