Recently, the winning bid for the franchise operation of the Chongqing Bibeihe Expressway project was officially announced. Anhui Construction Engineering Group Co., Ltd., as the leading consortium, successfully won the bid and became the franchisee of this major infrastructure project with a total investment of about 4.6 billion yuan. This marks that the highway project has completed the crucial investment and construction subject positioning, and is about to enter the substantive construction stage, pressing the accelerator button for the integrated construction of the transportation network in the western Chongqing region.

Connecting the traffic arteries of the three districts
The construction site of the Bibeihe Expressway is located within the boundaries of Bishan District, Beibei District, and Hechuan District in Chongqing, and is an important transportation artery connecting the western Chongqing area. The project route starts from Sihe Village, Qitang Town, Bishan, connects to the Hebijin Expressway, extends northeast through the Chengjiang River in Beibei, crosses the Jialing River, intersects with the G75 Lanhai Expressway and the Yuwu Double Line Expressway, and finally ends at Baohe Village, Shuangfeng Town, Hechuan, connecting to the section of the Third Ring Expressway.
The actual construction mileage of the project is about 26 kilometers, although the total length is 28.152 kilometers. However, as the Chengjiang section (including Jialing River Bridge) has been included in the implementation of the Chongqing Wuhan double track project, the actual road section constructed by this project is 26.002 kilometers. There are a total of 17 bridges with a total length of 6420 meters along the entire line, including 1 tunnel with a length of 831 meters and 6 interchanges. The technical standard adopts a design speed of 100 kilometers per hour, a two-way four lane highway level, a roadbed width of 26 meters, a load level of Highway-I level, a construction period of 3 years, and a plan to start construction in December 2025 and be completed and opened to traffic in December 2028.
Implementation mode: BOT franchise operation, cooperation period of 33 years
This project is implemented using the Build Operate Transfer (BOT) model in the Public Private Partnership (PPP) model. The franchise period is tentatively set at "3+30 years", with 3 years for construction and 30 years for operation. The project company is fully funded by the winning bidder's social capital, with a registered capital of 100 million yuan and 100% shareholding.

In terms of funding structure, the project capital shall not be less than 20% of the total investment, approximately 921 million yuan, fully subscribed by the franchisee. The remaining funds are resolved through project financing, reflecting the comprehensive ability of social capital to invest, construct, and operate in major infrastructure projects.
The first winning bidder in this bidding is a consortium composed of Anhui Construction Engineering Group Co., Ltd. and its affiliated professional companies, including Anhui Construction Engineering Investment and Development Company, Highway and Bridge Company, Water Resources Development Investment Company, Third Construction Group, and Construction Investment Company. This strong alliance lineup demonstrates Anhui Construction Engineering's overall advantages in investment and financing, road and bridge construction, water conservancy engineering, and comprehensive construction management.
The second and third places are respectively Xingtai Road and Bridge Construction Group Co., Ltd. and Anhui Provincial Transportation Construction Co., Ltd. The victory of the Anhui Construction Workers' Union further reflects the competitiveness and influence of cross provincial large-scale construction groups in the infrastructure construction market of the Chengdu Chongqing economic circle.
