Recently, China National Offshore Oil Engineering Co., Ltd. (referred to as CNOOC Engineering) and Thailand's PTTEP officially signed a contract for the construction of wellhead platforms and subsea pipelines in the Bundled Phases 4 EPCI general contracting project. It is reported that the contract amount of this project is expected to be about 800 million US dollars, which is not only a considerable order, but also a record breaking contract amount for Chinese companies to undertake marine oil and gas development general contracting projects in Southeast Asia, becoming an important milestone for China's high-end marine engineering equipment and technical services to go global.

The successful signing of this major project is the result of CNOOC Engineering's continued deep cultivation in the Asia Pacific market. In 2024, the company successfully won the bid for the PIC Phase IV EPCI general contracting project, and this time won another large-scale general contracting contract, fully demonstrating its increasing ability to win orders and brand influence in the fiercely competitive international market. This marks the comprehensive strength of Chinese enterprises in the field of marine oil and gas engineering, including design, procurement, construction, and installation (EPCI) general contracting, which has been highly recognized by the international market and has added a significant contribution to China's high-end manufacturing industry and energy engineering technology service exports.

According to the disclosed information, the operating water depth of PTTEP Bundled Phase 4 project is between 60 and 80 meters. The project will adopt a long-term cooperative execution mode, with a wide and complex scope of work, expected to include a series of comprehensive operations such as building new platforms and pipeline racks, transporting and installing old platform modules, installing risers and PLEMs (pipeline end manifolds), laying submarine pipelines, and carrying out platform renovations. This places extremely high demands on the project management, technical integration, and execution capabilities of the general contractor.

As the general contractor of the project, CNOOC Engineering will play a core role in providing the owner with a comprehensive solution covering project management, detailed design, material procurement, land construction, sea transportation, on-site installation, and pre commissioning stages. This comprehensive and integrated service model can effectively integrate resources, control costs, shorten construction periods, and ensure quality, making it the preferred mode of cooperation for modern large-scale complex marine engineering projects.

To ensure the smooth implementation of this landmark project, CNOOC Engineering has initiated high standard preparation work. At present, the company is actively integrating internal and external advantageous resources, forming an international project management team, and planning to use refined, standardized, and specialized control measures as the core focus to carry out full lifecycle management of projects. It is committed to building projects into safe, high-quality, and efficient model projects, and further enhancing the reputation of China National Offshore Engineering Corporation in the international market.
