Recently, the bidding documents for the Riyadh East ISTP project have been officially released. This important infrastructure project plans to construct a fully underground sewage treatment plant with a daily processing capacity of 200000 cubic meters. It will not only effectively cope with the sewage treatment pressure brought by the rapid population growth in the eastern region of Riyadh, but also effectively promote the realization of the privatization goal in the public service sector in Saudi Arabia's 2030 vision.

The project is developed using the internationally recognized BOOT model, and a dedicated project company is established by the winning bidder to be responsible for the full cycle operation. The first phase of the project covers an area of approximately 123400 square meters and is located next to the Imam Abdullah ibn Saud Road in the east of Riyadh, about 42 kilometers away from King Khalid International Airport. The biggest innovative highlight of the project is the adoption of a fully underground design, with all core treatment facilities built below the surface. This design will significantly reduce the impact on surrounding residential areas and the natural environment. The ground space will be carefully crafted into a landscape park and commercial area, achieving dual benefits of environmental protection and efficient utilization of land resources.

In terms of technical standards, the project will treat the sewage in the M district of Riyadh, and all the regenerated water generated will be used for the "Green Riyadh" large-scale ecological greening project. The system is equipped with comprehensive emergency discharge facilities, fully meeting the strict requirements of the National Environmental Compliance Center. In terms of sludge treatment, the project innovatively achieves the goal of "zero external transportation" by converting sludge into beneficial granular products that can be used in agriculture, and supporting the construction of underground storage facilities that can store up to 3 days of processing capacity.

To ensure operational reliability, the project will be provided with a 13.8kV dual circuit power supply system by Saudi Electricity Company, along with a backup generator set capable of maintaining continuous operation for 7 days. The project also sets up 11 monitoring points at key nodes to monitor the quality of incoming and outgoing water, sludge indicators, as well as environmental parameters such as noise and odor in real-time around the clock, ensuring that all emission indicators meet the strict standards of the Saudi Ministry of Environment, Water Resources and Agriculture. According to the project schedule, the project will reach its commercial operation start date on June 15, 2029. The bidding documents require bidders to have rich experience in the field of sewage treatment and obtain ISO series management system certification. The project places special emphasis on localized development and will create a large number of job opportunities and professional training opportunities for local Saudi Arabia through systematic technology transfer and talent cultivation.
