The Indonesian sovereign fund Danantara has officially launched the international bidding for the first batch of waste to energy (WtE) projects in the country on November 6, 2025. As the opening work of the overall plan for 33 garbage power plants nationwide, this round of bidding involves a total investment of about 5.6 billion US dollars, marking a substantial step for Indonesia in solving the dilemma of "garbage siege" and promoting energy structure transformation.
It is reported that this round of bidding will adopt a public-private partnership model, with Danantara and the winning investor jointly establishing a joint venture for development and operation. Danantara plans to hold at least 30% equity in each project and can increase its holdings to 51% as needed to ensure the smooth progress of the project.
The first batch of bidding covers seven key cities including Jakarta, Yogyakarta, Bali, Bandung, Bukit Thani, Danglang, and Semarang. These regions have relatively mature conditions in terms of technical preparation and administrative management, and will serve as pilot demonstration areas for Indonesia's waste to energy plan. The estimated investment scale for a single project is between 154 million and 197 million US dollars, with a capital structure of 30% equity and 70% debt financing.

The Indonesian investment management department stated that the bidding process was initiated on November 6, 2025, and the final results will be announced in the first quarter of 2026. The winning consortium is expected to start construction in early 2026, laying the foundation for Indonesia to achieve its 2026 waste to energy target.
It is worth noting that among the 24 shortlisted companies announced by Danantara, Chinese companies have performed outstandingly, including more than ten industry leaders such as China Everbright Environment, China Environmental Protection Group, Chongqing Sanfeng Environment, etc. These enterprises have rich experience in waste incineration technology, project construction, and operation management, and are expected to win important development opportunities in Indonesia's emerging environmental energy market. The Indonesian government has stated that if the first seven projects proceed smoothly, the waste to energy plan will be expanded to more than 30 cities across the country, gradually building a waste to energy treatment network covering major population centers.
