On November 18, 2025, Huadian Gansu Gannan Xiahe 100MW Mu Guang Complementary Photovoltaic Project officially started construction. As a key node project for China Huadian Corporation's layout of the Northwest New Energy Base, the total investment of the project exceeds 500 million yuan, with a planned area of about 2200 acres. It is expected to be completed and connected to the grid for power generation in October 2026. After being put into operation, it will inject stable green electricity into the southern plateau of Gansu Province, helping to transform the regional energy structure and achieve the "dual carbon" goal.
The photovoltaic project that started construction this time is located in Xiahe County, Gannan Tibetan Autonomous Prefecture. It fully relies on the high-quality light resources of high altitude, sufficient sunshine, and clean air in the local area, as well as the advantages of vast idle grassland land. It innovatively adopts a three in one complementary model of "on-board power generation, off board grazing, and ecological restoration". The project plans to install approximately 200000 high-efficiency monocrystalline silicon photovoltaic modules, along with the construction of a 35kV substation and energy storage system. The designed annual power generation capacity can reach 180 million kilowatt hours. Compared with coal-fired power plants of the same scale, the project can save about 55000 tons of standard coal per year, reduce carbon dioxide emissions by about 148000 tons, and sulfur dioxide emissions by about 4400 tons, with significant environmental benefits.

During the construction process, the project team will adhere to the concept of ecological priority and green construction, and minimize the impact on grassland ecology. By adopting a high bracket design to reserve space for livestock passage and planting high-quality grass such as alfalfa under the components, the coordinated development of photovoltaic power generation and animal husbandry can be achieved; At the same time, ecological fences and rainwater harvesting facilities will be constructed, and slope greening and vegetation restoration will be carried out simultaneously, creating a model of integrated development of "photovoltaic+ecology+animal husbandry". In response to construction challenges such as low temperature, oxygen deficiency, and complex geological conditions in high-altitude areas, advanced technologies such as modular installation and intelligent operation and maintenance will be applied to ensure project quality and construction efficiency.
As an important component of the national clean energy demonstration province, Gansu is the core area for the construction of the Northwest New Energy Base. The commencement of the 100MW photovoltaic project by Huadian Gansu is not only a concrete action by China Huadian to deepen the construction of supporting power sources for the "Xinjiang Power Transmission" and "Long Power into Sichuan" energy channels, but also to further improve the regional new energy power supply system and enhance the capacity for clean energy consumption. After the completion of the project, the generated electricity will prioritize meeting the production and living electricity needs of Gannan Prefecture and surrounding areas. The excess electricity will be connected to the provincial power grid, providing stable power support for the green transformation of industrial enterprises and rural revitalization. At the same time, it will drive local employment and infrastructure upgrades, achieving an organic unity of ecological, economic, and social benefits.

Next, the project construction party will anchor the construction goals of "safety, quality, and efficiency", refine the construction plan, strengthen process control, and make every effort to promote early completion, early production, and early results of the project.
