In the coal mining subsidence area of Pingshuo, Shanxi, a green energy benchmark project with a planned total investment of 29.78 billion yuan is quietly adjusting its construction path. On November 19, 2025, the public service platform for bidding and tendering in China announced that the EPC general contracting of the green hydrogen coupling coal chemical part of the 600000 kilowatt off grid renewable energy hydrogen production project in Pingshuo Coal Mining Subsidence Area Phase I of middling coal had changed, marking a new critical stage for the largest off grid renewable energy hydrogen production project in China at present.
The project aims to transform coal mining subsidence areas into green energy bases, producing green hydrogen through photovoltaic power generation and achieving flexible coupling with the existing coal chemical industry. After the project is completed, it can produce 31.19 million standard cubic meters of green hydrogen annually, equivalent to replacing about 100000 tons of standard coal. The core facilities include a water electrolysis hydrogen production system with a hydrogen production capacity of 16400 standard cubic meters per hour, a hydrogen storage tank area consisting of four hydrogen balloon tanks, and a complete set of public works such as a compression station and a 35kV voltage reduction station.

According to the announcement, the EPC general contracting scope of this change covers the entire process from foundation treatment, detailed engineering design to procurement, construction and installation, and commissioning acceptance. Bidders are also required to undertake the full cycle of work including general contracting management, technology transfer, personnel training, and warranty services.
