On the vast Ordos Plateau, a "hydrogen artery" carrying the future of green energy is moving from blueprint to reality. On March 26, 2026, a notice on the website of Wushen Banner Government in Ordos City attracted widespread attention from the energy industry - the "Information Disclosure of Social Stability Risk Assessment Investigation for the 30GW New Energy Green Hydrogen Pipeline Phase I (Inner Mongolia Section) Project" was officially released. This is not only a key development for the pipeline within Inner Mongolia, but also another important chess piece for the entire giant green hydrogen demonstration project spanning Shaanxi and Inner Mongolia.

According to public documents, this pipeline, which is about to be developed in Tuke Town, Wushen Banner, has a total length of 19.6 kilometers, a diameter of DN500, a design pressure of 6.3 megapascals, and will be constructed using L290QH seamless steel pipes. The total investment of the project is about 44900 yuan, of which the investment in Wushen Banner accounts for more than half, about 23900 yuan, and the funds come from self financing by the enterprise and bank loans. Its construction period has been clearly defined as 2026-2028.

Listen to public opinion and prevent risks

The core purpose of this public announcement is to scientifically assess the potential social stability risks that the project may bring. The project construction party, Shaanxi Hydrogen Energy Industry Development Co., Ltd., will widely solicit opinions from all sectors of society through various forms such as public announcements, on-site visits to stakeholders, questionnaire surveys, and holding public forums. The investigation will comprehensively examine various factors that may affect the immediate interests of the public and trigger social conflicts throughout the entire process of project construction and operation, with a focus on the legality, rationality, feasibility, and controllability of the project.

The announcement clearly states that within 15 days from the date of publication, the public can provide feedback to the construction unit through designated channels regarding the main social stability risks that the project may cause, the expected impact on local economic development, the overall attitude towards the project, as well as specific opinions and suggestions. This stage reflects the increasingly important concept of public participation and risk pre management in major project decision-making.

Step by step, cross provincial boundaries

This pipeline is not an isolated project, but a preliminary part of the grand blueprint for the Shaanxi Inner Mongolia 30GW new energy generation, energy storage, and green hydrogen innovation demonstration project. Looking back at its progress, it can be said that it has taken steady steps:

In April 2025, the feasibility study report of the project was reviewed by experts in Beijing, and the expert group believed that the report was comprehensive and the technical route was feasible.

In September 2025, the overall implementation plan will initiate bidding, and the project will enter the substantive implementation stage.

In October 2025, the review meeting for the social stability risk assessment report of the Shaanxi section of the first phase project was held in Shenmu City, laying a solid foundation for cross provincial collaborative promotion.

At present, as a demonstration project of 3GW in the overall plan, the funding is being accelerated and the project has entered the approval and approval stage. According to the plan, the project will officially start construction in the fourth quarter of 2025 and is expected to be fully completed in the fourth quarter of 2028.

Green Hydrogen Corridor, Empowering the Future

This short 19.6-kilometer pipeline connects the abundant renewable energy in western China with the vast hydrogen energy market of the future. It is a demonstration project and also a "leading segment" for future large-scale green hydrogen production and transportation networks. By efficiently transporting "green hydrogen" made from wind, solar and other new energy sources in Inner Mongolia, the project not only helps promote the transformation of local energy structure and industrial upgrading, but also provides important engineering practices for China to explore large-scale, long-distance hydrogen energy transmission technology routes and business models.

The "Hydrogen Energy Corridor" extending from the border between Shaanxi and Inner Mongolia is quietly being paved, carrying the national strategic vision of reducing dependence on fossil fuels and achieving clean energy, and injecting new green momentum into regional coordinated development.
