On January 28, 2026, the Baowu Qingneng Green Hydrogen Industrial Park project, invested and constructed by Baowu Clean Energy Co., Ltd., was officially launched, marking the substantive construction stage of China's first large-scale commercial hydrogen production project using offshore wind power green power direct connection mode.

Billion level Green Hydrogen Industrial Park

The total investment of this project is 11.09 billion yuan, with a planned annual production of 80000 tons of green hydrogen. The project will be accompanied by the construction of approximately 800 MW electrolytic cell equipment, utilizing the abundant offshore wind power resources in the local area and directly connecting to green power for electrolysis of water to produce hydrogen. The hydrogen produced will mainly be used to supply green ammonia projects, and a hydrogen transmission pipeline from Yangjiang to Zhanjiang will be planned and constructed. In the future, it can supply clean green hydrogen resources to the Baowu Iron and Steel Base in Zhanjiang, and is expected to become the world's first offshore wind power hydrogen production project to achieve commercial scale operation.

Direct connection between offshore wind power and green hydrogen

The biggest technical feature of this project is the creation of a new industrial model of "direct connection of offshore wind power and green power". By directly using the electricity generated by offshore wind farms for electrolysis of water to produce hydrogen, the losses and costs of power transmission and conversion in traditional modes have been effectively reduced, providing an innovative solution to break through the industry bottleneck of high production costs of green hydrogen. The project adopts a clear three-step implementation path of "scientific research equipment industry". Secondly, within three years, in conjunction with the construction progress of offshore wind farms, the hydrogen energy equipment industry will be completed and put into operation.
