Hydroelectric 11th Bureau and China Petroleum jointly create a new energy benchmark

Recently, two leading enterprises in the energy infrastructure and oil and gas industries formed a strong alliance. China Water Resources and Hydropower 11th Engineering Bureau Co., Ltd. (referred to as "Hydropower 11th Bureau") and China National Petroleum Corporation (CNPC) formed a joint venture and successfully won the bid for the Guangsheng integrated wind power generation project of data computing, power grid, load and storage. This winning bid is not only an important milestone for both parties to deepen cooperation in the field of new energy, but also a replicable and promotable benchmark for the construction of new power systems in the Guangdong Hong Kong Macao Greater Bay Area.

As a key energy project in Guangdong Province, the Guangsheng ShuSuanyuan Load Storage Project is based on the core architecture of "wind and solar power generation+energy storage regulation+load consumption". It plans to build a wind farm with a total installed capacity of 200MW, supporting the construction of energy storage power stations and smart energy management platforms. The total investment of the project exceeds 584 million yuan. The project site covers multiple wind resource rich areas in the mountainous region of northern Guangdong, fully utilizing the local mountainous advantages to layout wind turbines. After being put into operation, the annual grid connected electricity can reach 420 million kilowatt hours, reducing carbon dioxide emissions by more than 350000 tons per year, equivalent to saving 126000 tons of standard coal.

The collaboration between Hydroelectric 11th Bureau and PetroChina has achieved complementary advantages in energy infrastructure construction capabilities and oil and gas industry chain resources. Among them, Hydroelectric 11th Bureau will leverage its technical expertise in large-scale wind power project EPC general contracting and complex terrain construction, responsible for the construction of wind farm main projects, wind turbine hoisting, and the laying of supporting transmission lines; China Petroleum, relying on its experience in energy storage technology research and development, as well as the integration of oil and gas pipelines with new energy, is leading the integration of energy storage systems and the design of on-site green power consumption solutions. At the same time, it is exploring the coupling development path of "green power+green hydrogen" to reserve space for expanding hydrogen energy application scenarios in the future of the project.

It is worth noting that the project deeply integrates the concept of "source network load storage" and is equipped with a self-developed intelligent energy regulation platform, which can achieve full process intelligent management of wind power output prediction, energy storage charging and discharging strategy optimization, and real-time load response. After the completion of the project, priority will be given to providing stable green power supply for Guangsheng Digital Computing's data centers, solving the dual problems of high energy consumption and grid peak shaving pressure in data centers, forming a closed-loop ecology of "wind power generation energy storage peak shaving data center consumption", and helping the coordinated development of digital economy and green energy in the Guangdong Hong Kong Macao Greater Bay Area.

The relevant person in charge of Guangsheng Numerical Calculation stated that the selection of the joint venture between Hydroelectric 11th Bureau and China Petroleum as the contractor is precisely based on the technological strength and resource integration ability of both parties in the field of new energy. The project is expected to start construction within the year, with a construction period of 18 months. After being put into operation, it will become the first demonstration project in South China that deeply integrates "wind power+energy storage+data center" for source network load storage.

From traditional energy infrastructure to cross-border cooperation in new energy, the collaboration between HydroChina 11th Bureau and PetroChina provides a new approach for the transformation and upgrading of the energy industry. In the future, both parties will rely on the successful experience of this project to explore more "new energy+" application scenarios, promote the integration of source, grid, load and storage models to take root nationwide, and inject strong impetus into the achievement of China's "dual carbon" goals.Editor/Bian Wenjun
