Tashkent suburban railway will be fully accelerated!

This procurement plan is an important component of Uzbekistan's railway modernization strategy, which will significantly improve suburban commuting efficiency, enhance passenger travel experience, and provide sustainable development opportunities for related vehicle manufacturing, maintenance, and supporting service enterprises, promoting the transformation of railway passenger transport towards efficiency and comfort.    

Presidential Resolution to Promote Procurement Implementation

This procurement plan is not an isolated action, but part of Uzbekistan's railway modernization strategy. In November 2025, President Mirziyoyev stated during a report on the progress of railway industry reform and development plans that the scale of railway passenger and freight transportation should at least double between 2026 and 2030. To achieve this goal, the government plans to build 151 kilometers of railways, upgrade 182 kilometers of railways to electrification, and modernize 27 existing stations and 1000 kilometers of railways.  

Upgrading passenger transportation has become a policy priority

Upgrading suburban railway passenger transportation has become a key direction for the development of Uzbekistan's railways. In order to promote suburban railway services, the Ukrainian side plans to add 15 commuter lines on the basis of the existing 40 suburban railways, covering areas such as Tashkent, Navoi, Kashkadarya, Khorezm, and Fergana, significantly improving residents' daily commuting conditions.  

In terms of vehicle updates, in addition to 20 suburban electric trains, Uzbekistan also plans to purchase 38 mainline locomotives and 50 shunting locomotives from China, and cooperate with Hyundai Rotem of South Korea to introduce 6 high-speed trains. In addition, the Ukrainian side will produce 250 modern passenger cars, purchase 23 intercity high-speed trains, produce 10000 freight cars and repair 6000 freight cars, and carry out major repairs on 12 electric locomotives.  

These measures will significantly improve railway capacity and service quality. In 2024, Uzbekistan's railway industry achieved annual profitability for the first time, with a net profit of over 800 billion Sums in the first nine months of 2025. The scale of railway freight, passenger transportation, exports, and investment continues to grow. The President emphasized that the railway sector cannot be satisfied with current achievements, but must adapt to population growth and economic expansion trends, continuously improve transportation quality and service capabilities, while reducing industry costs.  

Parallel introduction of equipment and line expansion

From a corporate perspective, Temir Yullari's procurement plan is progressing in sync with line expansion. On the one hand, rapidly improving the modernization level of vehicles through overseas procurement; On the other hand, the operational layout of 18 suburban lines will be strengthened to enhance the commuting network in Tashkent and the region.  

At the same time, Uzbekistan is accelerating the construction of its high-speed railway network. The President has requested to accelerate the completion and operation of the 102 kilometer Navoi Bukhara new line, which will significantly reduce the time and cost of passenger and freight transportation after its opening. The meeting also reviewed the latest progress in the construction of the China Kyrgyzstan Uzbekistan railway. The President emphasized the strategic significance of this cross-border railway in enhancing Central Asian connectivity and Uzbekistan's regional transit advantages, and requested to ensure the quality of the project.  

In terms of digitization and intelligence, Uzbekistan plans to introduce artificial intelligence technology in transportation management, cost analysis, and flow scheduling, which is expected to reduce railway transportation costs by 20%. At the end of the meeting, it was pointed out that we need to accelerate the digitalization of railways and the application of artificial intelligence, optimize the cost structure, and create a more comfortable, safe, and reliable transportation environment for passengers and enterprises. With 20 electric trains gradually put into operation, commuters in the suburbs of Tashkent will have a faster and more comfortable travel experience.
