The green power direct connection project supporting the transformation and upgrading project of Qinghai Province's Touqiaotou Aluminum Electricity Green Electricity Aluminum Production Capacity has been approved by the Development and Reform Commission of Haibei Prefecture. This project is the first approved green power direct connection project in Qinghai Province, and also the first batch of green power direct connection demonstration projects with the largest individual scale in Qinghai.

Project construction content

The project is located in Jiermeng Township, Quanji Township, and Ikulan Township, Gangcha County, Haibei Tibetan Autonomous Prefecture, Qinghai Province. It plans to build a new 650 MW wind power installation and one new energy boosting station, and to construct an energy storage system. By integrating power supply, energy storage, and transmission layout, a solid hardware foundation is laid for direct green power supply. As a green power direct connection project in the electrolytic aluminum industry, the annual power generation after completion can reach 1.422 billion kilowatt hours, and the utilization rate of new energy can reach 100%.

Policies and Applicable Models

According to the official definition of National Document No. 650, green power direct connection refers to the power supply mode of wind power, photovoltaic and other new energy projects that do not directly connect to the public power grid, but supply power to a single user through dedicated lines, and can achieve clear physical traceability of electricity consumption.

Green power direct connection is not applicable to all enterprises and has clear applicable scenarios and conditions. According to relevant notification requirements, China currently supports the implementation of green power direct connection in four key scenarios:

New load: The policy specifies that the newly added electricity load can be matched with the construction of new energy projects to carry out green power direct connection;

Stock load: It is necessary to ensure that self owned power plants fully pay the renewable energy development fund, and the green power generation space can be achieved by reducing the output of self owned power plants;

Stock load: Exploring green power direct connection by utilizing surrounding new energy resources to cope with international green trade barriers such as EU carbon tariffs;

Existing new energy projects: For those that have not carried out grid connection projects or have insufficient local grid consumption space, green power direct connection can be carried out after completing the change procedures.

From the perspective of enterprise types, green power direct connection is more suitable for enterprises with stable electricity loads, high electricity consumption, and rigid carbon reduction needs, such as steel, metallurgy, chemical, data centers, new energy vehicle industrial parks, etc. These types of enterprises can better match the electricity demand of new energy output characteristics and achieve efficient utilization of green power.

After the completion of the green power direct connection project, two operation modes can be independently selected. One is the grid connected type, which retains emergency connection with the public power grid and accounts for more than 95% of the world's operational projects. The second type is off grid, not connected to the public power grid, mainly used in remote mining areas, islands and other special scenarios, accounting for less than 5%.
