In the border area between Yazhou District and Yucai Ecological Zone in Sanya, Hainan, a major energy project with a total investment of about 14.1 billion yuan - Sanya Yanglin Pumped Storage Power Station is steadily advancing. As one of the largest planned pumped storage projects in Hainan, with a total installed capacity of 2.4 million kilowatts, it is like a "super power bank" embedded between tropical rainforest and clear water. In the future, it will significantly enhance the regulation capacity and clean energy consumption level of Hainan's power grid, injecting strong momentum into regional green development.

Cracking the dual issues of technology and ecology

During the project advancement process, technical coordination and ecological protection are key challenges. The site selection of the hydropower station's reservoir needs to occupy a portion of the storage capacity of Dalong Reservoir, which conflicts with relevant regulations of the water resources department. After multiple consultations, the construction party innovatively proposed an optimization plan that combines compensation and restoration, and successfully passed the expert review, clearing technical obstacles for the progress of the project. At the same time, the project route partially crosses the ecological protection red line area. By actively adjusting the layout and strictly controlling the construction scope, the impact on the local ecological environment has been minimized, achieving a balance between engineering construction and natural protection.

Innovative models safeguard the rights and interests of the people

The land acquisition and resettlement work involves three administrative villages and one state-owned farm in Yazhou District, which concerns the vital interests of more than 300 households. Since the implementation plan for land acquisition in Sanya City was released in March 2025, the local government has innovatively implemented a comprehensive resettlement model that combines "compensation fee contracting" with "employment assistance linkage". This not only ensures that compensation is fully in place, but also strives to provide sustainable livelihood security for affected people, truly achieving synchronous promotion of project construction and improvement of people's livelihoods. Significant progress has been made at key nodes

Since obtaining the development rights in April 2022, the preliminary work of the project has been efficient and orderly. Within 2023, special reports such as pre feasibility studies and selection of normal water storage levels will be reviewed successively. By March 2024, the feasibility study report has been completed and the project has entered the approval and application stage. In 2025, land acquisition and resettlement will be initiated, and supplementary exploration of underground reservoirs will be carried out. In February 2026, the preliminary review of project land and the preparation of site selection opinions have officially started, which is one of the key prerequisites for the project to be approved and marks the beginning of the approval sprint period for the construction of the power station.
