Mauritius, which has been struggling with global oil prices, can no longer bear it. On April 6, 2026, the Ministry of Energy of Mauritius directly released a three-year operational plan: to increase 405MW of green electricity and energy storage in the next three years. This is not only to fulfill the flag of 60% renewable energy by 2030, but also to completely break away from dependence on imported fossil fuels. After all, with the chaos in the Middle East, household electricity bills have to ride a roller coaster. Who can bear it?

This 405MW cake is finely cut and not just a single 'sun planting'. The biggest investment is to build a 120MW photovoltaic power station, which also needs to be equipped with 100MW battery energy storage - specifically addressing the problem of intermittent ventilation in solar energy, so that the power grid no longer fluctuates. In order to save land, the government has also partnered with India's National Thermal Power Corporation to build a 20MW floating photovoltaic system floating on the Tamarind Falls reservoir, truly achieving the balance of "water power generation and underwater fish farming".

On the wind power side, the Plaine des Roches old wind farm needs to expand by 15-20MW. More down-to-earth is the commercial and household end: the roofs of shopping malls and buildings need to be covered with 20MW of photovoltaics, and the government also needs to generously distribute 100000 sets of photovoltaic systems to households nationwide, simplifying installation procedures to the point where they cannot be simpler. Even the farmland is not idle, with 18 out of 39 agricultural photovoltaic complementary projects approved, focusing on both farming and power generation.

Where does the money come from? Global donors queue up to receive money

Such a large plate, relying solely on the national treasury is definitely not enough. Mauritius has played a game of 'global crowdfunding' this time. In the 2025-26 fiscal year budget, a base of 30 billion rupees will be allocated first. Internationally, the Abu Dhabi Development Fund has provided a $10 million discount loan, the French Development Agency has helped with low interest financing, and the African Development Bank has approved a huge $240 million loan.

The most appealing to ordinary people is the local financial policy: the development bank has launched photovoltaic loans with an interest rate of only 2%, which can cover up to 90% of the cost; Commercial banks are even more ruthless, directly making full advances and gradually repaying over 10 years. With this wave of funding infusion, Qair's "Stor'Sun" project was able to secure a $150 million loan and prepare to build 60MW of photovoltaics and 256MWh of energy storage. After completion, it will be able to support 8% of the country's electricity consumption.

Energy storage becomes a breakthrough point

In this energy feast, Chinese power is also present. The Linyang Energy Consortium has just won the grid side energy storage bid of 40MW/120MWh from the Central Power Bureau, with a price of 25 million US dollars, which can be considered as a hardcore breakthrough for Chinese energy storage companies in this region.
