Accelerate the construction of a new energy system

These days, at a construction site of an offshore wind power base in Qingdao, Shandong, the builders are working hard to advance, and the first phase of the project will be completed by the end of April.

The outline of the 15th Five Year Plan proposes to adhere to the development of multiple energy sources such as wind, solar, water, and nuclear power, and implement a ten-year doubling action for non fossil energy. As the first green, low-carbon, and high-quality development pilot zone in China, Shandong adheres to the principle of integrating land and sea, and promotes the development and layout of non fossil energy such as wind and solar energy. During the 15th Five Year Plan period, Shandong will focus on building a modern energy bay area in the Qingdao metropolitan area and a green energy corridor in the Jinan metropolitan area, accelerating the construction of four major clean energy bases: Jiaodong Peninsula nuclear power, Shandong Peninsula offshore wind power, Luxi onshore wind power, and Lubei wind solar energy storage and transmission integration. By 2030, the installed capacity of non fossil energy power generation in Shandong will reach 200 million kilowatts, the scale of energy storage facilities will reach about 40 million kilowatts, and it will accept more than 200 billion kilowatt hours of electricity from outside the province.

Promote the development of the entire resource industry chain

Guizhou has abundant mineral resources, with 67 types of mineral reserves including coal, phosphorus, and aluminum ranking among the top in the country. Based on resource endowment, Guizhou takes the implementation path of "rich mines and refined development" to promote the development of the entire resource industry chain.

The outline of the 15th Five Year Plan proposes to strengthen the clean and efficient utilization of fossil fuels, promote the transformation and upgrading of coal-fired power plants, and replace loose coal. In Liupanshui City, the second phase of a comprehensive utilization demonstration project for the entire industry chain of "coal coke hydrogen" has entered its final stage. Here, the black coal undergoes deep processing and utilization, turning into metallurgical coke, high-purity hydrogen, fertilizer raw materials, and clean electricity, achieving the green, low-carbon, and circular development of the new coal chemical industry.

Since 2026, multiple key projects including aluminum winding and aluminum deep processing have started, continuously transforming resource advantages into economic advantages. During the 15th Five Year Plan period, Guizhou will make every effort to promote the transformation and upgrading of six major industrial bases, including deep processing of important national resources, research and production of new energy power batteries and materials, and computing power guarantee for the whole country.
