Recently, the acceptance status of the environmental impact assessment report for the 800000 ton coal to olefin supporting coal transportation system project of Xinjiang Dongming Plastic Co., Ltd. has been officially announced. On June 18, 2025, the kick-off meeting for the design and process package of the 450000 ton/year polypropylene plant for the 800000 ton/year coal to olefin project of Xinjiang Dongming Plastic Co., Ltd. was successfully held at Ningbo Engineering Company. The starting point of this project is the TH07 transfer station of the belt corridor project of Xinjiang Hantai Energy Co., Ltd., and the end point is directly connected to the coal warehouse of the 800000 ton coal to olefin project of Xinjiang Dongming Plastic Co., Ltd. The west side of the project area is adjacent to Xinjiang Oriental Hope Nonferrous Metals Co., Ltd., and the other three sides are all vacant land.

Overview of Project Construction
This project will construct a new coal transportation corridor with a total length of approximately 2.2 kilometers. The starting point is the TH07 transfer station of the belt corridor project of Xinjiang Hantai Energy Co., Ltd., and the endpoint extends to the coal storage warehouse of the 800000 ton coal to olefin project of Xinjiang Dongming Plastic Co., Ltd. The main construction facilities of the project include one belt conveyor system, one cross road wharf, three transfer stations, as well as one control system, one fire water system, one monitoring system, and one power supply and distribution system. The annual transportation scale of the project reaches 12 million tons.
The total investment of the project is 18.96 billion yuan, including 17.55 billion yuan in construction investment, 1.02 billion yuan in loan interest during the construction period, and 380 million yuan in working capital. The proposed construction period for the project is 24 months, with plans to start construction in April 2024 and be completed and put into use in April 2026.

Project composition and raw materials
The project composition includes main engineering, auxiliary engineering, public engineering, storage and transportation engineering, environmental protection engineering, and supporting engineering. Among them, the main project mainly includes gasification unit, transformation unit, low-temperature methanol washing unit, sulfur recovery unit, methanol synthesis unit, methanol to olefin unit, olefin separation unit, polyethylene unit, polypropylene unit, ternary ethylene rubber unit, and electrolytic water unit; The auxiliary engineering includes air separation unit, raw coal pre drying unit, flare system, as well as supporting facilities such as fire protection, maintenance, office laboratory testing, and telecommunications. The raw materials for the project are mainly purchased from Xinjiang Tianlong Hope Energy Co., Ltd.'s Xinjiang Zhundong Wucaiwan Mining Area No.2 open-pit mine, which is located about 22 kilometers north of the project. The transportation of raw coal for this project relies on the first and second phases of the belt corridor project of Xinjiang Hantai Energy Co., Ltd. The starting point of the belt corridor project is the coal transportation corridor 2 # transfer station of Tianchi Energy Dajing South Open pit and Shenhua Wucaiwan No. 3 Open pit Coal Mine, and the end point is the TH07 transfer station of Dongfang Hope Metal Co., Ltd.'s internal coal unloading plant.
