By 2025, the cumulative installed capacity of offshore wind power in China has exceeded 45GW, and Hainan's clean energy installed capacity accounts for over 70%, accelerating towards becoming a clean energy island. Recently, the CNNC electronic procurement platform announced that the preliminary work consulting services for the CNNC Hainan Changjiang 600000 kW offshore wind power project have officially started bidding. This large-scale offshore wind power project in the South China Sea has entered the substantive promotion stage.

According to the bidding announcement, the bidder is selected as the general contractor for the preliminary work of the project plan. They are responsible for overall technical coordination, schedule management, quality control, and approval coordination, ensuring that all thematic results data are of the same origin and delivered according to a unified plan. Ultimately, they provide complete and compliant technical documents and support services for project approval, sea use approval, and other administrative permits.

The bidding scope covers two major areas. The preliminary technical consultation includes core topics such as feasibility study report preparation, survey and measurement, marine hydro meteorological observation, wind resource assessment, etc; The preliminary administrative licensing consultation covers the preparation and review of specialized reports on submarine cable routing, sea area use demonstration, marine environmental impact assessment, land use approval, military impact topics, access systems, and transmission planning.

General contracting mode, one package accelerated approval

It is worth noting that this bidding adopts a pre work consulting general contracting model, requiring all key links from wind resource assessment to marine environmental impact assessment, from sea area use demonstration to military impact topics to be coordinated and promoted by a single entity, greatly improving the efficiency and consistency of pre work results.
