This reform is not achieved overnight. In 2025, the four railway bureaus in Shanghai, Guangzhou, Nanchang, and Wuhan will take the lead in piloting the practical path of business restructuring and functional integration within one year. In late May 2026, road bureaus in Urumqi, Taiyuan, Harbin and other places will unveil their plaques intensively, achieving full road coverage within 30 days. The new architecture implements a 4+4+N standardized organizational framework, connecting management, production, and marketing channels, streamlining redundant positions, unifying organizational standards, and significantly improving internal circulation efficiency.
Start doing logistics
For shippers, the most intuitive change is the simplification of the docking process. In the past, railways only focused on mainline transportation, and warehousing and distribution relied entirely on shippers finding third parties themselves. Now the railway integrates its own transportation capacity, stations, and intermodal resources, and launches a one-stop solution covering warehousing, distribution, and multimodal transport. 18 logistics business units are paired with three professional platforms, China Railway Container, China Railway Special Cargo, and China Railway Express, to form a complete business matrix.

Next, the reform will enter a deep water zone. The core is to promote independent accounting of the logistics business unit, delegate operational authority, and upgrade marketing and operation systems based on digital platforms.
