Vietnam and Cambodia have reached a consensus to accelerate the construction of interconnectivity in multiple fields such as economy, transportation, culture, education, and tourism, and to simultaneously promote the implementation of cross-border economic cooperation zones and special economic zones, further consolidating the friendly and cooperative relationship between the two countries.
Reaching multiple cooperative consensuses
On June 8, 2026, Cambodian Prime Minister Samane visited Hanoi, Vietnam. Vietnamese Prime Minister Le Minh hung held an official welcoming ceremony for him. Subsequently, the two prime ministers held bilateral meetings to discuss and finalize a series of cooperation agreements mentioned above. Both heads of state expressed high importance to the bilateral strategic cooperation relationship, congratulated each other on the recent development and construction achievements of the two countries, and have full confidence in the sustained and steady development of bilateral relations in the future.

Both sides agreed to continuously strengthen political mutual trust, deepen pragmatic cooperation in the fields of national defense and security, and made it clear that they will never allow any hostile forces to use their own territory to harm the national security and legitimate development interests of the other party. The leaders of the two countries pointed out the need to transform the long-standing traditional neighborly friendship into a new driving force for bilateral development, promote the upgrading of the two countries' geopolitical proximity to a close strategic partnership, and clarify the key direction for promoting all-round connectivity between Vietnam and Cambodia in the next stage.
Expand practical cooperation areas
Both sides have listed economic and trade connectivity as the core area of bilateral cooperation, while continuously expanding channels for comprehensive cooperation in cultural exchanges, talent education, and cultural tourism industries. In the field of transportation infrastructure, the two countries have agreed to strengthen the border road network and regional transportation linkage, with a focus on promoting the construction of two key corridors: the Ho Chi Minh City to Mupai Expressway and the Ba Yu to Phnom Penh transportation corridor.

Both sides have conducted in-depth discussions on jointly building a cross-border economic zone and an exclusive economic zone between Vietnam and Cambodia, and plan to increase direct flights between the two countries and establish air connectivity channels. In addition, the two countries will work together to optimize border clearance procedures, simplify cross-border trade procedures, and facilitate efficient operation of bilateral cross-border commercial exchanges. Vietnamese Prime Minister Le Minh hung proposed to deepen bilateral investment cooperation in five major fields, including agricultural product processing, aquaculture, clean energy, building materials manufacturing, and cross-border logistics, based on the complementary advantages and actual development needs of the two countries' industries.
Cambodian Prime Minister Hun Ma Nai fully agrees with this proposal and proposes to expand the scale of education and training cooperation between the two countries, and work together to enhance the comprehensive literacy of both labor forces. The two countries also plan to increase official publicity and youth exchange efforts to enhance the awareness and recognition of the deep traditional friendship between Vietnam and Cambodia among the youth groups of both countries. Both sides have agreed to jointly hold a series of commemorative activities to celebrate the 60th anniversary of the establishment of diplomatic relations between Vietnam and Cambodia in 2027.

Jointly protect the peaceful development of the region
In the face of the complex and ever-changing global and regional situation, the two countries have agreed to strengthen position coordination and communication through multilateral platforms such as the ASEAN framework, the Mekong Subregion Cooperation Mechanism, and the United Nations.
