A government enterprise exchange across Central Asia and the hinterland of the Yangtze River has recently been successfully completed. The Governor General of Fergana, Uzbekistan, led a team to conduct in-depth negotiations with the urban construction authority in Hubei. The local area is making every effort to promote the expansion of urban areas and the renovation of old residential buildings. The local construction technology reserves are insufficient, and there is an urgent need for external mature development teams to implement livelihood projects. Hubei has a complete industrial chain of prefabricated buildings and district development, and has accumulated practical experience in large-scale urban renewal for many years. The two sides reached an agreement at once, exchanging development ideas around park supporting facilities and new city planning, breaking out of the framework of large-scale national level project cooperation, and lowering the threshold for cross-border cooperation through local point-to-point docking. At the same time, they have sorted out the details of long-term project landing, which has provided stable order sources for construction enterprises in the province to go global, and also helped Fergana fill the gaps in urban infrastructure.

High level meeting to finalize long-term cooperation
The meeting was led and organized by Governor General of Fergana, Hailuobozolov, and Party Secretary of Hubei Provincial Construction Development Center, Wan Yingrong. During the meeting, both parties outlined the feasible path for joint development of urban construction planning and determined two core development directions: technology sharing and two-way expansion of projects. Wu Fang provided a detailed explanation of the supporting conditions and foreign investment support policies for local industrial parks, showcasing the overall plan for the construction of new cities and the modernization of old residential areas. Based on years of urban construction practice in Hubei, the Chinese side has exported high-end construction techniques and practical development plans. After the meeting, the two sides formed a unified cooperation consensus, continued to deepen the urban construction track, and continued to explore opportunities for cross-border physical investment landing.

The Central Asian urban construction market is heating up with investment attraction
The strategic partnership between China and Ukraine continues to deepen, providing stable policy support for infrastructure cooperation between provinces, cities, and Ukraine. Fergana is accelerating its urban expansion and residential renovation work across the entire region. However, the local area lacks a complete set of high-end construction technologies and integrated development experience, and relies on improving industrial zone supporting facilities to continuously attract foreign infrastructure investment. Currently, multiple countries in Central Asia are synchronously promoting urbanization upgrading, and policies related to foreign investment access continue to be relaxed. Mature construction capacity and complete construction technologies in various provinces and cities in China can accurately match the urgent needs of local urban renewal and industrial park construction. Hubei uses local urban construction institutions as a liaison window, leveraging the advantages of prefabricated construction, municipal engineering, and comprehensive development industries, opening up channels for obtaining projects in Central Asia, promoting the development of overseas markets for construction enterprises within the province, and outputting a complete set of urban construction planning technology solutions. Ferghana has provided land, preferential policies, and improved business supporting resources, introduced Chinese development forces to land livelihood related urban construction projects, improved urban infrastructure, and activated the development potential of industrial parks.
