A few months ago, a cross-border government enterprise meeting pressed the accelerator button for this silent land. With the signing of the agreement, the technical drawings of Shanghai Electric and the capital strength of Oman OQ Group quickly converged, and a grand planned wind turbine manufacturing plant officially broke ground. This is not only the assembly of steel and wind turbine, but also the vivid epitome of energy cooperation between China and Oman from simple project contracting to localization of the whole industrial chain under the framework of the joint construction of the the Belt and Road.

Technology landing activates production capacity

Relying on a mature technology licensing model, Shanghai Electric Group Co., Ltd. has teamed up with Mawarid Turbines, a subsidiary of Oman OQ Group, to jointly promote this wind turbine manufacturing plant with a total investment of 200 million US dollars. The project is located in the Duqum Special Economic Zone, the core industrial hub of Oman, covering an area of 550000 square meters. Unlike traditional heavy asset investments, Shanghai Electric is going global in a light asset mode and has authorized the technology of two wind resistant models, 6.25 MW and 9.6 MW, which have been verified, to local teams. The factory will strictly follow the international wind power manufacturing quality control standards and introduce a digital progress control system. According to the plan, the project will be modularized in stages, and the first phase of the project is expected to be put into operation from the end of 2026 to the beginning of 2027, with an annual production capacity of 1100 megawatts. These wind turbines will not only supply independent power stations in Dukum and Sada, but also serve as key equipment support for China's green hydrogen project landing in Oman.

Industrial linkage to supplement the chain

As the fan blades rotate, a matching energy storage chain also grows synchronously. In the park, a Chinese funded battery negative electrode material project with an investment of up to 500 million US dollars is strongly echoing with the wind turbine manufacturing plant. This layout accurately hits the pain point of the development of the wind power industry - energy storage supporting facilities. By linking upstream and downstream, the two major projects jointly build an integrated supply chain system for wind power and energy storage. This cluster effect has made Dukum Special Zone no longer just an assembly site for equipment, but gradually evolved into a carrier core for new energy manufacturing.
