The Gansu Qingyang East Data and West Computing Industrial Park welcomes a major computing power project. The candidate list for the completion of the first phase of the Zhichuang Blueprint Digital Technology Co., Ltd., with a total investment of 3.6 billion yuan, has been announced. The project features 6,900 high-power cabinets paired with dedicated substations, which will address the shortcomings of AI computing hardware in the western region. Relying on the local green electricity advantage, it will undertake the overflow of computing power from the east, promote the formation of a regional computing power industry cluster, and provide a new model for the construction of green computing power nationwide.

The large-scale intelligent computing project located in the Computing Power Industrial Park in Xifeng District, Qingyang, has recently completed the bidding publicity, which quickly attracted industry attention. As a local computing power infrastructure project with an annual volume of 3 billion yuan, the complete information of the project is all disclosed by the local public resource trading center, with all aspects such as land use, investment, and equipment configuration traceable. The project plans to build multiple professional computer rooms and supporting power facilities, adopting an integrated EPC construction model. Several powerful enterprises have bid for the project, and the combination of high-density cabinets and self-built high-voltage substations has significantly raised the construction standards of intelligent computing projects in the northwest region, and also intuitively reflects the clear direction of the upgrading of the computing power industry in the west.

Basic project information

The project is invested by Zhichuang Blueprint Digital Technology Co., Ltd.and is located in the East Data West Computing Industrial Park in Xifeng District. With a total investment of 3.6 billion yuan, the project covers a total land area of 59.06 acres, including 57.82 acres of industrial construction land and 1.24 acres of supporting protective green space. The core computing power equipment consists of 6,900 high-density AI cabinets with a capacity of over 12 kilowatts each. Simultaneously, four data center rooms, power operation and maintenance buildings, and a dedicated 110 kV substation will be constructed, along with a full set of power supply and distribution, temperature control, and security monitoring systems. The overall project will be delivered using an integrated design, procurement, and construction model.  

This EP bidding only has a single bid section, with three enterprises shortlisted as candidates, and the price difference is only in the millions. CSCEC 6th Bureau ranked first with a bid of 3.6614346 billion yuan. Central enterprises and local construction enterprises compete on the same stage, which not only relies on the mature technology of large engineering enterprises, but also leverages the local enterprises' advantage in providing on-the-ground services, ensuring the project is completed efficiently and to high standards.

Core advantages of the project

The hardware configuration of this project significantly surpasses traditional storage-based data centers. Traditional computer room cabinets typically have a power of six to eight kilowatts, while this project exclusively utilizes 12-kilowatt high-density cabinets, increasing computing power capacity by over half and enabling support for high-load AI tasks such as large model training and massive data cleaning. To meet the continuous high-load operation requirements of the cabinets, the project is equipped with an independent 110-kilovolt substation, freeing it from the constraints of municipal power grid capacity and achieving direct power supply. This ensures stable operation of the computer room around the clock, truly realizing the integrated construction of computing power and power supply.  

Industrial strategic value

As one of the eight hubs for the national "eastern data and western computing" initiative, Qingyang, Gansu Province, boasts abundant wind and photovoltaic resources. The project can achieve direct green power supply to computer rooms, creating a low-carbon computing power model. With tight energy consumption indicators in coastal areas, a large number of offline AI businesses are shifting westward. The abundant land and energy consumption space in the local area can accommodate the overflow of computing power from the east.
