Cross border water resource governance is a key area of strategic cooperation between China and Kazakhstan. With the continuous deepening of water conservancy cooperation between the two countries, the shortage of professional talents has gradually become a constraining factor for industry upgrading. To solve development challenges, both parties rely on long-term cooperation mechanisms, upgrade strategic cooperation models in the water industry, implement a normalized talent training system, and continuously consolidate the talent and technical foundation of cross-border water resources cooperation through various measures such as school enterprise linkage, training and training, and base co construction.
The formation of the talent cultivation system
Nurjan Nurrjitov, Minister of Water Resources and Irrigation of Kazakhstan, met with Han Chunlin, Chinese Ambassador to Kazakhstan, to finalize specific rules for cooperation in water talent training. In May of this year, the first batch of Kazakhstani water experts went to China for technical seminars, focusing on learning in the fields of water resource management and environmental remediation. All related training costs were borne by the Chinese side. According to the established plan, about 200 Harbin water management professionals will be cultivated by the end of 2026. In September of this year, Harbin Institute of Water Resources and Irrigation will collaborate with North China University of Water Resources and Electric Power to launch a joint education program and simultaneously promote the implementation of international student aid policies. At the same time, both parties plan to collaborate with the Three Gorges Electric Power Vocational College to establish a professional training center at the Taraz Water Research Institute. The Kazakh side will also add two water talent training colleges from 2026 to 2027 academic year to expand local talent reserves.

Fill in the gaps in the industry
Currently, cross-border water resource management, water conservancy infrastructure operation and maintenance, and water environment restoration are the core directions of China Kazakhstan cooperation. Kazakhstan is making every effort to promote the modernization of its water system, but there is a shortage of local high-end technical and management talent reserves, which hinders the upgrading of the industry. The Chinese side has mature water management technology, a sound education and cultivation system, and rich practical experience. The normalized joint talent training model of both sides can accurately fill the gaps in the development of the water industry in Kazakhstan, help Kazakhstan achieve refined and scientific management of water resources, and enhance cross-border water resource collaborative control and ecological restoration capabilities.

Deepen industrial synergy
Normalized talent co construction is the core layout of the deep binding of China Kazakhstan water industry.
