Recently, on the vast Gobi Desert in Zhundong, Xinjiang, tower cranes stand tall, and dust from construction vehicles rises in the scorching sun. A scheduling meeting related to the future of modern coal chemical industry is being held here. The Zhundong Development Zone in Xinjiang focuses on key projects such as 1.6 million tons of coal to olefins, facing bottlenecks and difficulties, and vowing to tackle the hard bones in engineering construction to accelerate the transformation of this energy fertile land into a high-end chemical new material base.

Accurate inclusion of fixed investment statistics

The meeting will first focus on the authenticity and standardization of investment data. For the two core projects of Dongming Plastic and Shanneng Chemical, it is explicitly required to reverse the construction period, refine monthly fixed investment tasks, and strictly control data checkpoints. The Statistics Section of the Economic Development Bureau of the Development Zone takes the initiative to serve the front, guiding enterprises to flexibly choose the integration mode, ensuring that each fixed assets investment can accurately and timely reflect the project construction performance, and provide solid data support for subsequent decisions.

Cracking the bottleneck of land construction

Land and infrastructure are the physical foundations for project advancement. The meeting deployed targeted measures, requiring the Natural Resources Bureau to provide front-line services and assist Shanneng Chemical in solving the thorny problem of mineral resources covering 220 kV transmission lines. At the same time, innovatively relying on the Shanneng Chemical Railway Special Line Project to coordinate soil sources, the problem of no place to stack soil in the olefin project unit area has been solved in one fell swoop, clearing key obstacles that restrict construction progress and ensuring the comprehensive deployment of on-site work. Speed up the preliminary procedures and tackle challenges

For the two major coal to oil projects of Tianchi Energy and Yihua Chemical, the focus of the meeting will be on speed. On the one hand, we urge enterprises to prepare various special reports with high standards, and on the other hand, we require all functional departments to strengthen collaboration, actively coordinate upwards, and provide full support for the handling of preliminary procedures.
