Changsha Tianxin Shugu has launched a new low altitude technology enterprise, jointly funded by a provincial-level low altitude platform and China Southern Airlines, with a registered capital of 100 million yuan to solidify its development foundation. Relying on the pilot advantages of Hunan's comprehensive airspace reform, the new company has opened up diversified businesses in navigation operation and intelligent research and development, seized the trillion yuan low altitude industry trend, filled the gaps in local low altitude industry operation carriers, and assisted in the large-scale landing of regional low altitude economy.

Strong collaboration to build physical entities

This enterprise is named Hunan Xinghang Flight Low-Altitude Technology Co., Ltd.,registered on July 3, 2026, with Hou Ang as its legal representative. The two major shareholders hold 51 and 49 shares respectively, with one holding the policy resources of the province's airspace industry and the other possessing mature aviation operation technology, forming a development synergy through complementary resources. The business scope covers general aviation transportation, airport operation and maintenance, aircraft maintenance, and synchronous layout of digital businesses such as software development and intelligent system integration, connecting the traditional aviation and digital low altitude service tracks.  

The airspace is favorable for expanding the track

As the first pilot province for comprehensive low altitude airspace reform in China, Hunan has continued to increase its airspace openness, with the proportion of suitable airspace in Changsha urban area rising to 82.9%. The current domestic low altitude economy market continues to grow in size, with a target of exceeding 2.5 trillion yuan in total industry output value by 2030.
