On July 16, 2026, the signing ceremony of the agreement to establish the World Artificial Intelligence Cooperation Organization was held in Shanghai. Wang Yi, member of the Political Bureau of the Communist Party of China Central Committee and Minister of Foreign Affairs, attended and signed the agreement on behalf of the Chinese government.

The agreement specifies that the World Artificial Intelligence Cooperation Organization is an independent intergovernmental international organization that adheres to the purposes of the United Nations Charter, upholds the concept of consultation, co construction, and sharing, and adheres to the principle of putting people first. Its aim is to promote international cooperation and global governance in artificial intelligence, ensure the healthy and orderly development of artificial intelligence in a beneficial, safe, and fair direction, and benefit all mankind. The headquarters of the organization is located in Shanghai, China.

Representatives from 29 countries, including Kazakhstan's Deputy Prime Minister and Minister of Artificial Intelligence and Digital Development Madiyev, Laos' Deputy Prime Minister and Minister of Foreign Affairs Thong Shawan, Pakistan's Deputy Prime Minister and Minister of Foreign Affairs Dahl, Russia's Deputy Director of the Presidential Office Oleshkin, and Indonesia's Minister of Economic Coordination Erlanga, signed the agreement and became founding members.
