Vietnamese traditional industrial giants are beginning to push towards the clean energy track. The enterprise formed by Hoa Phat Group has submitted a wind power development application to Can Tho City, planning an unprecedented scale offshore wind power project. The project has a huge investment amount and a long construction period, which will effectively drive the development of the new energy industry chain in the Mekong Delta after its implementation.

Clear project planning

The project site is located near Yongfuhai Commune in Can Tho City, with a total installed capacity of 20GW and an estimated total investment of 57.05 billion US dollars. It will be divided into two phases, each with a capacity of 10GW. The first phase will be promoted in three stages, with 2GW units put into operation in 2028, 4GW completed in 2029, and the remaining 4GW connected to the grid in 2030, supporting multiple substations and transmission lines simultaneously. The second phase of the entire project is planned to be completed before 2035.

Investment subject finalized

The development entity, Songhouhai Wind Power Co., Ltd., was registered and established on June 20, 2026, with a registered capital of 2 trillion Vietnamese dong. Hoa Phat Group and KVS Investment Company each hold 30% of the shares, while Hoa Phat Group Chairman Chen Tinglong and investor Chen Dengke each hold 20% of the shares, with Chen Dengke serving as the head of the company. The investor promises to pay a deposit of 1 trillion Vietnamese dong upon obtaining the marine survey permit, and strives to complete the core investment approval within 12 months.
