Entering the critical period of flood prevention in the seventh and eighth levels, the emergency pressure of flood prevention in Huai'an, Jiangsu Province continues to increase due to the combined effects of typhoons, strong convection, and heavy precipitation weather. State Grid Huai'an Power Supply Company relies on a fully covered unmanned aerial vehicle intelligent inspection system to actively expand low altitude service scenarios while ensuring the safe operation of the power grid. With the combination of artificial intelligence and low altitude services, it constructs a three-dimensional governance defense line, providing technological support for urban flood prevention, emergency rescue, and fine governance, and painting a new picture of modern urban governance.

In recent years, State Grid Huai'an Power Supply Company has continuously promoted the intelligent upgrading of the power grid, vigorously applied technologies such as artificial intelligence, drones, and quadruped robots, and continuously improved the quality and efficiency of operation and maintenance. The company has deployed more than 200 unmanned aerial vehicle (UAV) fixed airports in Huai'an city, equipped with over 300 manually operated UAVs, and built a 5-minute UAV emergency response circle in Huai'an. It can achieve intelligent, systematic, and lean inspections of 28000 kilometers of transmission and distribution lines and more than 190 substations, comprehensively strengthening the safety barrier of the power grid.

On the basis of meeting the core needs of power grid operation and maintenance, State Grid Huai'an Power Supply Company actively fulfills its social responsibility, promotes the open sharing of power resources, takes the lead in carrying out normalized and large-scale external low altitude services in Jiangsu Province, and builds a widely covered and responsive low altitude power service network, transforming the advantages of power technology into urban governance efficiency.

Zhang Fan, Deputy Manager of the Power Grid Operation and Maintenance Branch of State Grid Huai'an Power Supply Company, said, "We have extended our services from 'ensuring power grid safety' to 'empowering urban governance'. Currently, we have carried out normalized services in nine major fields, which not only expands the boundaries of traditional power services, but also provides a feasible path for exploring low air economic application scenarios." From river inspection to environmental monitoring, from emergency rescue to fire warning, drones have become all-weather 'airborne sentinels', playing a key role in multiple fields.

At present, the low altitude power service network of State Grid Huai'an Power Supply Company has covered nine major areas including civilization creation, water conservancy inspection, environmental monitoring, municipal facilities, industrial upgrading, fire rescue, customs supervision, cultural relics protection, and urban planning. According to the latest statistics, the company has carried out more than 9700 external services, collected 1.2173 million image data, discovered and pushed more than 23900 various problem clues, and injected strong impetus into the fine governance and high-quality development of Huai'an city through technology empowerment, low altitude collaboration, and intelligent disposal.Editor/Gong Ziwei
