Relying on the unique geographical endowment of mountain sea compatibility within the province, Fujian is forging a differentiated path for the development of low altitude economy and creating a unique low altitude industrial ecology of mountain sea composite in China.

Building an industrial backbone in the three core areas

The plan clearly focuses on three major tracks: infrastructure and flight support, low altitude equipment and key components, and low altitude economic services and applications. Build a provincial low altitude intelligent networking system, promote the full coverage of 5G-A and satellite Internet, improve the public service support system for airworthiness certification, inspection and testing, create airworthiness test scenarios for aviation components, and complete the test verification of products related to low altitude flight management in complex environments.

Based on the existing manufacturing foundation in the province, we will focus on tackling advantageous links such as aviation grade power batteries, lightweight materials, and intelligent sensors, while simultaneously cultivating the production capacity of medium and large heavy-duty unmanned aerial vehicles. We will also lay out sub categories such as inspection drones and low altitude safety countermeasures equipment to fill the key gaps in the low altitude equipment industry chain.

Shanhai Characteristics Activate Differentiated Application Scenarios

Unlike the low altitude economic layout of most plain provinces in China, Fujian closely follows its geographical characteristics of being compatible with mountains and seas, establishes a normalized airspace coordination mechanism, and builds a unique national low altitude flight testing corridor with a combination of mountains and seas. Synchronize the development of professional services such as pilot training and drone research, promote the deep integration of low altitude economy with marine economy, cultural tourism and health care, emergency security, agricultural and forestry production, and implement a number of "low altitude+" characteristic application solutions.
