Deep in the Ferghana Basin, a regional economic cooperation spanning thousands of kilometers is quietly brewing. In the office of Hajrulo Bozorov, the Governor of Fergana Oblast in Uzbekistan, a lively dialogue was held regarding local industrial upgrading and regional connectivity. Sitting across from him is Gui Yan, the director and general manager of Luoyang Guohong Trade Development Group Co., Ltd., who came from afar. The meeting between the two sides is not a courtesy visit, but a joint project blueprint covering logistics hub, modern manufacturing, and talent cultivation, jointly planning how to build Fergana state into a new supply chain and industrial highland in Central Asia.

New Engine of Regional Trade
Logistics infrastructure has become one of the core topics discussed by both parties this time. The Fergana state has clearly stated that both sides are considering building a new logistics center to significantly enhance the transportation and supply chain carrying capacity of the region. This is not just about building a few warehouses. In the macro context of the continuous expansion of Sino Ukrainian trade, a modern logistics center will become a key infrastructure node connecting production, trade, and supply chain services. It can effectively reduce cross-border circulation costs, making Fergana not only a geographical hub, but also a strong magnetic field for undertaking outward oriented manufacturing projects and enhancing export capabilities. For Chinese enterprises, such logistics centers are an indispensable strategic pivot for entering the Uzbekistan and even the entire Central Asian market.

Breaking through with high added value
In addition to the opening up of logistics channels, how to extend the industrial chain towards high value-added links is another focus of concern for both parties. During the meeting, the plan to build a high value-added product manufacturing facility in Fergana was put on the agenda. This marks a shift in cooperation from simple trade exchanges to substantive industrial implementation. The leap from raw material output to localized deep processing not only enhances the international competitiveness of local products, but also opens up a new track for Chinese enterprises' overseas layout. By laying out high value-added manufacturing, Fergana Oblast is expected to occupy a more advantageous position in the Central Asian economic map.

Modern industrial reservoir
The upgrading of industries cannot be separated from the support of talents. Both sides also had in-depth discussions on the establishment of talent training centers in modern industries such as mechanical engineering and mechatronics integration in Fergana. This measure directly targets the core pain point of local modern industry development - the shortage of professional skilled talents. By establishing a training center, not only can we provide urgently needed technical workers and engineers for future logistics centers and manufacturing facilities, but we can also cultivate endogenous power for the long-term development of Fergana state. This model of integrating logistics, manufacturing, and talent training demonstrates a new trend of Chinese enterprises' overseas investment extending from trade services to regional supply chains and industrial sectors.

At present, the relevant projects are still in the stage of exploration and scheme formulation, and the specific investment amount and construction schedule have not been disclosed yet. However, starting from logistics and driving the full chain cooperation concept of manufacturing and talent training, the broad prospects of cooperation between the two parties have been clearly outlined. Whether a clear project list can be formed in the future and smoothly enter the implementation stage will be the key to observing the actual implementation level of this cooperation.
