Recently, news came from the city of Euyang River on the western edge of the Junggar Basin at the northern foot of Tianshan Mountains. The bidding results for the EPC general contracting of the 7th Division Tianbei Economic Development Zone Intelligent Computing Industrial Park project have been officially released. China Railway 20th Bureau Group Municipal Engineering Co., Ltd., as the leader of the consortium, joined hands with China Telecom Posts and Telecommunications Consulting Design Institute Co., Ltd. to win the bid for 899 million yuan, with a construction period of 365 calendar days. From 252 acres of desert wasteland to a green intelligent computing base with 1000 PFLOPS computing power, the integration model of green computing power in Xinjiang is moving from concept to engineering practice.

899 million yuan EPC landing

The total investment of the project is about 3 billion yuan, which will be implemented in three phases. The 899 million yuan EPC corresponds to the first phase of the project, which includes a research and development building, a 220kV substation, a national standard A-level computing power room, a power room, a canteen, and some computing equipment within the scope of the contract. It is planned to configure 600 racks and more than 1100 high-performance GPU servers. The project is located in the northern area of Tianbei Economic Development Zone, Huyanghe City, Xinjiang Production and Construction Corps Seventh Division, with a land transfer area of 16.8162 hectares, approximately 252 acres, a land use period of 50 years, and a total construction area of not less than 109400 square meters. Build a new national standard A-level intelligent computing power room of approximately 6000 square meters, with a target computing power scale exceeding 1000 PFLOPS.

Strong collaboration in construction design

As the leader of the consortium, China Railway 20th Bureau Group Municipal Engineering Co., Ltd. has the special qualification for general contracting of construction projects. It has undertaken a large number of municipal, rail transit, and park infrastructure projects in Xinjiang, and has a mature local labor subcontracting warehouse and material supply network. As a member of the consortium, Zhongxun Post and Telecommunications Consulting Design Institute Co., Ltd. is a professional design institute under China Unicom. It has dual qualifications in engineering design comprehensive Class A and electronic communication broadcasting industry Class A in communication network and data center design. China Railway 20th Bureau has the ability to implement construction, while China Telecom Post and Telecommunications has the ability to design communication and computing systems, which precisely covers the entire EPC chain requirements of the intelligent computing center. Green computing power integration accelerates speed

The project has built a 220kV substation and power room, equipped with distributed photovoltaic and energy storage facilities, and adopts a green power direct supply mode. In the early stage, it has reached a strategic cooperation intention with a new energy enterprise for a 1GW new energy project. This is the first large-scale intelligent computing infrastructure planned by the 7th Division of the Xinjiang Production and Construction Corps, and also the latest benchmark for the green electricity and computing power model in Xinjiang. This project is expected to form a collaborative pattern of northwest computing power with the Ulanqab Computing Power Cluster in Inner Mongolia and the Qingyang National Computing Hub in Gansu, becoming an important node for Xinjiang to integrate into the national East West Computing Project. On the same day, the winning bid for the Kuche grid type energy storage project was announced. Southern Xinjiang is consolidating the foundation of clean energy base transmission with large-scale energy storage, while northern Xinjiang is driving the landing of digital industries with green intelligent computing. Infrastructure investment in Xinjiang is extending from traditional energy to the dual track of energy storage and digital new infrastructure. The project is scheduled to commence on September 23, 2026 and be completed on September 22, 2028. After the 365 calendar day EPC construction period, the installation and commissioning of computing equipment must be completed before officially providing computing services to the outside world.
