On September 10, 2026, at the customs supervision site of Xiasha Port in Hangzhou, a batch of knitted fabrics worth 58300 US dollars from Gujia Home were cleared and released. They were transported by inland river barge to Zhapu Port in Jiaxing and then transferred to international mainline ships for shipment to Ho Chi Minh City, Vietnam. This is the first water to sea multimodal transport export business handled by the customs supervision operation site of Xiasha Port since its official opening in August 2026, marking the official opening of a new channel for inland waterway transportation, coastal transit, and international transportation in Xiasha Port.

Declare one form at a time, go all out

In January 2026, the General Administration of Customs launched a pilot program for the water to multimodal transportation of import and export goods. In this mode, after transmitting a multimodal transport application form through the international trade single window, enterprises do not need to repeat the customs clearance procedures at the transit port, achieving one declaration, one form to the end, and full process connectivity. Xu Lei, the person in charge of customs affairs at Gujia Home, said that in the past, goods needed to go to coastal ports for declaration and inspection, and cross regional coordination was necessary when encountering problems. Now, declaration, inspection, and release can be completed in one stop at Xiasha Port, making customs clearance smoother. According to enterprise calculations, compared to traditional road transportation, each standard container in multimodal transport mode can save logistics costs of about 300 yuan.

Two level linkage transfer with zero waiting time

In order to ensure the smooth implementation of the first shipment business, Qianjiang Customs has coordinated with enterprises in advance regarding their shipment plans, shipping schedules, and cabin arrangements. They have sorted out the operational requirements item by item around key nodes such as multimodal transport application, cargo entry, export declaration, loading and unloading, and transshipment and reloading, guiding enterprises to standardize the reporting elements and improve accompanying documents. The Qianjiang Customs Office in Xiasha and the Jiaxing Customs Office in Zhapu have collaborated to build an integrated supervision and service system, which fully links logistics data sharing, transit supervision connection, and the process of changing and releasing goods, achieving zero waiting for goods upon arrival and zero waiting for transit.
