On September 14, 2026, the Tanzanian Daily News reported that China Shenghe Resources Holdings Co., Ltd. has officially launched the construction of a large-scale heavy mineral sand processing plant located in Tajiri, Pangani District, Tanga Region, Tanzania. Tanzanian Mining Minister Anthony Marvin listened to a report from the company's chairman Xie Bing on the progress of the Shenghe Resources operation project during his inspection. Xie Bing stated that Shenghe Resources has heavy mineral sand projects in Mozambique, South Africa, and Madagascar, but has selected Tanzania as its mineral processing hub in Africa, with the goal of building Tanzania into a regional heavy mineral sand processing center.

Extending the value chain from mining to processing

The Tajiri mineral separation plant that started construction this time is an important component of Shenghe Resources' heavy sand mining project in Tanzania. The Niati project includes two sub projects, Fengoni and Tajiri. According to the disclosure made by Huang Ping, General Manager of Shenghe Resources, at the semi annual performance briefing on September 4, 2026, the company plans to expand the Niya Heavy Sand Mine project to an annual heavy mineral concentrate production capacity of 300000 tons by 2026, and achieve an annual heavy mineral concentrate production capacity of 500000 tons by 2028. The heavy mineral concentrate produced by the Fengoni project has been transported back to the company's domestic beneficiation plant for selection and processing since July 2026. After the Tajiri processing plant is established, it will achieve local sorting value-added in Africa. Tanzania's Minister of Mines, Ma Wende, stated that this move is in line with Tanzania's mining policies and laws, and the establishment of processing plants will help create employment, increase government revenue, and promote technological progress in mineral processing.

Rare earth and heavy sand dual wheel drive

Shenghe Resources' layout in Tanzania is far beyond heavy sand mines. In the field of rare earths, the company is focusing on promoting the Tanzania Ngula rare earth mine project, striving to complete the project construction by 2027, achieve large-scale production by 2028, and simultaneously expand high-quality rare earth projects in Africa, adding 1 to 2 investment projects. In terms of organizational structure, Shenghe Resources has established an Africa Center in the first half of 2025 to coordinate the efficient development of African businesses, strengthen resource integration and market development. The company previously indirectly acquired the equity of four heavy sand mining projects in Tanzania, namely Fengoni, Tajiri, Sudi, and Bagamoyo, through a subsidiary for AUD 43 million. The Tajiri project has obtained a mining license. From heavy sand mines to rare earth mines, from individual projects to African operation centers, Shenghe Resources is building a dual wheel drive resource development and processing system for rare earth heavy sand in Tanzania. A new model of decentralized mining and centralized processing

Shenghe Resources chose to build a mineral separation plant in Tanzania to transport raw materials from Mozambique, South Africa, Madagascar and other countries to Tanzania for processing. This model is in line with the policy guidance of African countries to promote the local appreciation of minerals. For Chinese companies deploying mineral resources in Africa, building processing capacity in resource rich countries is not only a necessary requirement for policy compliance, but also an effective path to obtain long-term mining permits and tax incentives. Selecting regional processing hubs for centralized layout is more efficient than building factories in each resource country. This decentralized mining and centralized processing model reduces the cost of repeatedly building processing facilities in multiple countries, while improving overall operational efficiency through large-scale processing.
