Recently, during the state visit of Sultan Hussein bin Tariq of Oman to Kazakhstan, Kazakhstan's Samruk Energy signed a strategic cooperation agreement with Oman's renewable energy company O-GREEN. Both parties will jointly develop solar and wind power projects with a total installed capacity of approximately 2GW, and build energy storage systems to support them. The project layout covers Kazakhstan, Central Asia, and other international markets. The agreement was signed by Ansar Aidarov, Chief Investment Officer of Samruk Energy, and Mustafa Al Shinai, CEO of O-GREEN. It is one of the five agreements and ten memorandums of understanding signed during the two countries' state visits.

Both parties work together to promote division of labor
According to the agreement, O-GREEN will be responsible for project development and provide technical support, while Samruk Energy will leverage its local strengths to assist in connecting with its subsidiaries, government departments, grid operators, and potential power purchasers. The electricity generated by the cooperative project will be supplied to the wholesale electricity market, industrial users, and data centers, with a focus on exploring solutions that rely on energy storage to achieve stable supply of renewable energy 24/7, in order to meet the demand of large-scale electricity loads for low-carbon and reliable electricity. This division of labor model effectively combines the technological development capabilities of Omani enterprises with the local resource advantages of Kazakhstan.

O-GREEN platform layout
O-GREEN is a state-owned comprehensive clean energy enterprise under the Oman Investment Authority, established in 2025, positioned as an integrated clean energy platform covering the entire industry chain. Its business covers project concept design, construction, operation, long-term maintenance, and green technology development. Its core enterprise, Naka Sustainable Energy Company, is responsible for the development and execution of large-scale renewable energy projects. Currently, there are over 1.2GW of projects under construction and over 10GW under development, covering markets in Oman, Gulf Cooperation Council countries, Africa, and the European Union. Mawarid Green Technology Company is building the first wind turbine manufacturing base in the Gulf region in the Duqum Economic Zone of Oman. The first phase covers an area of 550000 square meters, with an investment of about 70 million riyals and an annual production capacity of about 1100 megawatts. The main models are 6.25 megawatt and 9.6 megawatt units licensed for production by Shanghai Electric Group, and will be equipped with battery energy storage systems. O-GREEN also acquired SolarWadi, an early renewable energy company in Oman, in 2025, focusing on the development, operation, and long-term operation of commercial and industrial renewable energy projects. Expansion of Central Asian Landscape Market
This cooperation is a manifestation of the deepening of energy cooperation between Oman and Kazakhstan, and also brings new development models to the renewable energy market in Central Asia. During the state visit to Oman, the two sides signed 5 agreements and 10 memorandums of understanding at the Astana Independence Palace, and this agreement is one of them. The project layout covers Kazakhstan, Central Asia, and other international markets. The construction of a 2GW wind and solar project supporting energy storage system will help enhance the regional renewable energy consumption capacity. With the accelerated expansion of Middle Eastern clean energy companies such as O-GREEN, the Central Asian wind and solar market is welcoming more international cooperation opportunities, providing a new market window for Chinese wind power and energy storage equipment companies to participate in supply chain support.Editor/Gao Xue
