On October 28, 2026, the Ulanqab Jingda 1.5 million kilowatt integrated wind, solar, thermal and storage large-scale wind and photovoltaic base project officially started construction in Fengzhen City, marking the entry of the benchmark project for Beijing Mongolia energy cooperation into the comprehensive construction stage.

The 1.5 million kilowatt Shage Wilderness Base has officially launched
At the project commencement ceremony, Zhang Yongjun, member of the Standing Committee and Executive Vice Mayor of Fengzhen Municipal Party Committee, Zhang Wei, Secretary of the Party Committee of Beijing Jingneng Electric Power Co., Ltd., Wang Lei, Deputy Director of the Planning and Development Department of Guodian Electric Power Development Co., Ltd., as well as representatives of local government enterprises and various participating units attended the event together. This project is jointly invested and constructed by Jingneng Electric Power and Guodian Electric Power. It will be included in the third batch of Shagehuang large-scale wind and solar bases in Inner Mongolia Autonomous Region in 2023 and is a key project of the national Shagehuang large-scale wind and solar bases.
The total installed capacity of the project is 1.5 million kilowatts, including 1.2 million kilowatts of wind power and 300000 kilowatts of photovoltaic power. It is equipped with 225000 kilowatts of 4-hour energy storage facilities and relies on local existing thermal power to build a multi energy complementary system for wind solar energy storage and thermal power generation. The total investment scale exceeds 7.2 billion yuan. The generated electricity is transmitted to the Beijing Tianjin Hebei North Power Grid for consumption through the Jinglong Datong Fangshan 500 kV channel, and directly connected to the core load center of the capital.
Green power adds core support to the Beijing channel
Ulanqab has excellent local scenery, abundant peak shaving conditions, and smooth external transmission channels, making it the core carrier of Beijing Mongolia energy cooperation. Jingneng Power has been deployed locally for over 20 years, landing multiple energy projects and gradually shifting from a single thermal power operation to a multi energy complementary comprehensive energy service provider. After the completion of this project, it is expected to deliver approximately 2.936 billion kilowatt hours of green electricity to the Beijing Tianjin Hebei power grid annually, saving about 1.0385 million tons of standard coal and reducing carbon dioxide emissions by about 2.959 million tons. Keywords: new energy projects, wind power and thermal storage

As of the third quarter of 2026, the installed capacity of grid connected new energy in Ulanqab city has exceeded 28 million kilowatts, and the cumulative output of green electricity has exceeded 32 billion kilowatt hours. The promotion of the Jingda project will further consolidate the layout of Jingneng Power's 10 million kilowatt energy base in Ulanqab, injecting new momentum into local green and low-carbon development, and continuously delivering stable and reliable clean electricity to the Beijing Tianjin Hebei region, serving the construction of the capital's energy security guarantee system.Editor/Cheng Liting
