On the morning of November 4, 2026, by the shores of Lake Issyk Kul, melted water from the snow capped mountains flowed down the canal into the valley, propelling the units of a small hydropower station; The photovoltaic panels on the slope are illuminated by the sunlight from the plateau. In the past winter, with dry rivers and rising heating loads, this mountainous country had to worry about electricity. Hydroelectric power accounts for about 90% of the country's electricity generation in the long term, with surplus water and shortage of dry water. Nowadays, water and light are connected to the internet simultaneously, which also changes the way capital and income are organized.

Build a small power station in the mountain stream

Emir Bek Orozbayev, Director of the National Agency of the Green Energy Fund, announced in an interview with Kabal News Agency within the framework of the open office project that about 50 small hydropower stations are being actively constructed nationwide, of which about 30 have already been put into operation. The funding structure further illustrates the issue: 90% of the investment in these projects comes from domestic investors. Small hydropower stations are scattered on rivers in various places, close to villages and towns, and have flexible grid connection, filling in corners that cannot be reached by large power stations; Solar and wind power projects rely more on attracting foreign investment, and the two lines complement each other.

Laying photovoltaic panels on barren beaches

The water is flowing, and the light is not idle. In December last year, with the participation of President Sadr Zaparov, the first 100 MW solar power station was put into operation in Keming District of Chui Oblast, generating approximately 210 million kilowatt hours of electricity annually and reducing approximately 120000 tons of carbon dioxide emissions. This year, the first phase of the solar power station built by Vietnam's Rox company in Kiziloluk Village, Issyk Kul, has been completed with an installed capacity of 175 megawatts, and the second phase is currently under construction. To celebrate the 35th anniversary of national independence, the first phase of another 100 MW solar power plant has been put into operation in Toruager Village, Issyk Kul. By the end of the year, Naren State plans to put into operation a 20 MW solar power station; A 250 MW solar power station is under construction in Oltok Village, Kochikol District, Naren Prefecture, with the first phase scheduled to be put into operation in May 2027. The government has signed 12 solar and wind power agreements, with a planned total installed capacity of over 5 gigawatts.

Establish the rules first

In addition to installation, the system should be rewritten synchronously. In order to develop renewable energy, legislation has been adjusted: the previously stipulated price of 4 som 42 teng is now considered as the upper limit, and investors can propose lower prices; The land will be leased to investors who propose the lowest electricity generation price. Land will not be sold to investors, only provided for leasing. The land lease period for the construction of small hydropower stations is 15 years, and the land lease period for solar and wind power stations is up to 25 years. The funds obtained from land lease shall be submitted to the budget of the Republic. In addition, regardless of the location, 1% of the profits from the electricity generated by the energy facilities that have been put into operation will be contributed to the local budget. Bidding to suppress electricity prices, stable rental expectations, sharing benefits for local areas, and rules linking investors, budgets, and communities together.keywords:New energy information network

Orozbayev added that Kyrgyzstan is creating favorable conditions to attract investment in the renewable energy sector. About 30 operational small hydropower stations, deployed photovoltaic panels, and bidding and sharing rules written into the law are much more specific than slogans. The water flows continuously, the sunshine is always there, and the green color is once turning into electricity in the power grid.Editor/Yang Meiling
