The Honghe Mengzi Airport construction project is located in Daguoxi Village, Caoba Town, Mengzi City, 11.3 kilometers away from Mengzi City Center, 23 kilometers away from Gejiu City, and 33 kilometers away from Kaiyuan City. The scale of construction is related to military standards and 4C level for civilian use. The project consists of a military part, a military-civilian part, and a civil aviation part. After completion, it can meet the needs of national defense construction and the needs of civil aviation's Boeing 737 and Airbus 319 small and medium passenger aircraft.

Since the project was launched in May 1999, it has been included in China's civil aviation "Tenth Five-Year Plan", "Eleventh Five-Year Plan", "Twelfth Five-Year Plan" and "Thirteenth Five-Year Plan" airport construction plans. In April 2020, the Mengzi Airport project received the feasibility study approval. In June 2020, the preparation of the civil part of the general regulations was completed, and the opinions of the state government and the airport group were solicited. In August 2020, the Honghe State Government completed the bidding for the initial design and construction drawing design of Mengzi Airport.
