On May 31, 2021, SINOMACH China Machinery Engineering Co., Ltd. successfully signed the EPC general contracting contract for Uruguay's 500kV power transmission and transformation ring network closed project by means of cloud signing. Uruguayan Ambassador to China Fernando Lugris and the company's executive director, deputy party secretary and general manager Fang Yanshui witnessed the signing ceremony in Beijing. Chinese Ambassador to Uruguay Wang Gang, counsellor Zhou Quan and Jiang Minghui attended the signing ceremony by video.

The successful signing of the project is of great significance for Chinese companies to further develop the infrastructure construction market in Latin America. Ambassador Wang Gang and Ambassador Fernando Lugris spoke highly of the significance of this project to Uruguay and China-Uruguay relations, and provided specific guidance on the implementation of the project, hoping to make the project a benchmark for China-Urban Belt and Road cooperation and serve Latin America. The construction of the Belt and Road Initiative sets a good example.

Before the signing ceremony, Fang Yanshui held friendly talks with Ambassador Wang Gang and Ambassador Fernando Lugris respectively.
