During the 13th Five-Year Plan period, Huaneng focused on improving people's livelihood and serving the overall situation of Tibet's development, rooted in the snow-covered plateau, and made every effort to ensure the safe and stable operation of Zangmu Hydropower Station. As the main power source of the Tibet Power Grid, the Zangmu Hydropower Station has accumulated more than 12 billion kilowatt-hours of power generation, injecting a steady stream of clean electricity into the economic and social development of the snow-covered plateau. At the end of 2015, Huaneng assisted the construction of the Yarang Hydropower Station and the line extension project in Motuo County, which completely solved the problem of difficult electricity consumption for the people of Motuo County. During the "Thirteenth Five-Year Plan" period, Huaneng insisted on low electricity prices and excellent services, and built a power regulation center and a local demonstration microgrid of renewable energy with "integrated regulation and intelligent transmission and distribution", continuously improving the quality of electricity consumption throughout the county. In accordance with the policy of “building a power station, developing the economy of one party, protecting the environment of one party, benefiting the people of one party, and stabilizing the society of one party”, Huaneng has given full play to the advantages of energy and power central enterprises, actively fulfilled its social responsibilities, and actively carried out the special action of “promoting poverty alleviation through employment”. At 10:16 on May 16, 2021, the last controlled node project of Huaneng Paimo Highway-Laohuzui Tunnel was successfully completed, 228 days ahead of the original schedule, marking the full connectivity of Paimo Highway, which has been under construction in the past 7 years. . The Huaneng Paimo Highway has a total length of 67.22 kilometers and a total investment of about 2.015 billion yuan. After the highway was completed and opened to traffic, the length of the road from Nyingchi City to Medog County was shortened from 346 kilometers through Bomi County to 180 kilometers in Jingpai Town, and the travel time was shortened from 12 hours to about 4 hours. The Zhamo Highway forms a traffic loop in and out of Medog. At the same time, the highway will also effectively enhance the Yarlung Zangbo Grand Canyon sightseeing and high-quality agricultural products sales level, promote the rapid development of local tourism, commerce, agriculture and animal husbandry, and comprehensively drive the people along the line to increase income and become rich.

During the construction of the rural road in Paimo, Huaneng invested 180 million yuan to purchase a full-face double-shield hard rock tunnel boring machine (TBM) for the construction of the Doxionlat super-long tunnel, reducing the disturbance of the surrounding natural environment by the blasting construction; investing 25 million yuan Yuan environmental protection special fund, planted more than 3,300 shrubs and trees in the subgrade shoulder and slag yard area along the route, and sowed more than 170,000 square meters of shrubs and grasses; more than 200 old trees with a DBH greater than 80 cm were listed for protection, and 21 national trees were protected. Poverty alleviation through education is a fundamental solution to stop the intergenerational transmission of poverty. To this end, China Huaneng has successively invested more than RMB 270,000 in "Pillar Project" grants to reward students with excellent academic performance and provide financial assistance to students from disadvantaged families.
