Project Overview

This project includes the second phase project of S28 Lingtai-Huating Expressway and the east extension line of S28 Lingtai-Huating Expressway (Changwu to Lingtai), a total of two independent sub-projects. Wuxian and Huating City regional routes. Among them, the second phase of the S28 Lingtai-Huating Expressway project starts from Shuiquan Village to Shizi Town. The main line is 17.57km long, and the Lingtai West Interchange connection line is 1.128km long. The main line adopts the technical standard of expressway, and the connecting line adopts the technical standard of secondary highway .

The starting point of the east extension line of S28 Lingtai-Huating Expressway (Changwu-Lingtai) is connected with G70 Fuyin Expressway, and the end point is connected with the second phase of S28 Lingtai-Huating Expressway. The main line is 25.515 kilometers long. The line is 2.7 kilometers long. The main line adopts the technical standard of expressway, and the connecting line adopts the technical standard of secondary highway.

The scope of this tender is for the second phase of the S28 Lingtai-Huating Expressway and the east extension line of the S28 Lingtai-Huating Expressway (Changwu to Lingtai) public-private partnership (PPP) project social capital.

The planned cooperation period of this project is 33.5 years, including the construction period and the operation period. Among them, the construction period is planned to be 3.5 years. It is planned to start construction in December 2021 from the start date of the project to the delivery date (actually based on the construction start order). The project will be handed over in June 2025; the operation period is planned to be 30 years, starting from the date when the charging permit for this project is obtained and officially opened for operation, and it is planned to start from July 2025 to June 2055.
