In order to improve the level of interconnection between county-level expressways in Yunnan Province, accelerate the integration of the Belt and Road and the Yangtze River Economic Belt, and promote the economic and social development of border areas, the Yunnan Provincial Development and Reform Commission recently approved the Xichou-Funing Expressway Project Feasibility Study Report , agreed in principle with the construction of the project, and required the Wenshan Development and Reform Commission to carry out the preliminary design stage work as soon as possible, and submit the preliminary design for approval according to the procedures.

Project basic situation
The main line of the project is 118.372 kilometers long and starts from Longtan Village on the south side of Xichou County. Stop near Banlun Township, Funing County, and set up Banlun Junction to connect Funing to Napo Expressway. The main line is constructed according to the standard of two-way four-lane expressway, with a design speed of 80 km/h and a roadbed width of 25.5 meters. The bridge and culvert design vehicle load level adopts highway-I level, and other technical indicators are implemented in accordance with the "Highway Engineering Technical Standards" (JTG B01-2014).
The main control points are: Xichou, Fadou, Dongma, Majie, Xinzhai, Nanlihe, Muyang, Lida and Banlun.
Simultaneous construction of Tianpeng branch line, the line is 15.305 kilometers long, and it is constructed according to the standard of two-way four-lane expressway. Eight interconnecting connecting lines will be constructed according to the standards of primary and secondary roads, with a total length of 45.418 kilometers.

Estimated total investment of the project
The estimated total investment of the project is 28,445,315,685 yuan. Among them, the provincial level arranged support funds of 2,367 million yuan, and the local government contributed 4,744,328,921 yuan, with a total of 7,111,328,921 yuan as the project capital, accounting for 25% of the estimated total investment; the remaining 75% of the construction funds were solved by domestic bank loans and other methods.
In order to effectively prevent local government debt risks, please coordinate the financing of project capital in accordance with relevant policies and regulations. It is strictly forbidden to use debt funds as project capital, and it is strictly forbidden to violate regulations to increase government debt. If the project construction funds are not implemented, construction is strictly prohibited.
In the preliminary design stage, the following work should be done further
The land use plan (including the connecting line) shall be implemented in accordance with the requirements of the Yunnan Provincial Department of Natural Resources "Construction Project Land Preliminary Review and Site Selection Opinion" (Yongzi No. 530000202100084), and the scale of newly added land for the project shall be strictly controlled.
Combined with the regional road network, urban and rural planning, and construction conditions such as topography, natural landscape, geology and hydrology along the line, strengthen the overall design, further optimize the route plan, avoid bad geology, reasonably control investment, and do a good job of connecting with relevant highways and dividing the engineering interface .
Strengthen the engineering hydrogeological survey focusing on bridges and tunnels, fully evaluate the geological disasters that may be caused by the project construction, and propose specific preventive measures. Strengthen the seismic design of bridges, tunnels and other structures to ensure the safety of construction and operation.
4. The design of the project scheme should be closely integrated and meet the special evaluation conclusions and approval opinions of environmental protection, soil and water conservation, etc., and take practical measures to protect the ecological environment along the line, avoid high filling and deep excavation, and minimize the occupation of cultivated land.
