Local strong enterprises in Heilongjiang Province joined forces , formed a super team to win the project, with a total investment of 4.035 billion yuan.

Project Overview

Zuimei Longjiang 331 Frontier Road takes the national highway Dan’a Highway (G331) as the main passage, and the 1700km main line section from Fuyuan in the east to the Arctic Mohe in the west, covering the 20km tourist radiation belt on both sides of the main line. The G331 corridor has world-class original ecological tourism resources such as Jiejiang River, Shenzhou Arctic, Huaxia Dongji, and virgin forest. There are currently 20 developed 3A-level and above scenic spots. It is planned to connect the scattered tourism resources along the route through highways. Realize a highway service system integrating highways, passages, tourism services, industrial drive, and landscape construction, and build National Highway G331 along the Heilongjiang and Wusuli River into a mysterious and attractive "Beautiful Longjiang 331 Frontier Road" ".

According to the unified planning of the provincial government and the request for instructions on matters related to the construction mode of the Zuimei Longjiang 331 Frontier Road Project (Heijiaocheng [2021] No. 173), the Zuimei Longjiang 331 Frontier Road Project was implemented in accordance with the plan. The progress is planned to be implemented in two phases, of which the first phase of the project adopts the model of "construction general contracting + PPP", with a total investment of about 6.3 billion yuan.

The implementation of this time is the first phase (second batch) project of Zuimei Longjiang 331 frontier road, with a total investment of 4.035 billion yuan, of which the total construction mileage of the general contracting project for highway engineering construction is 506.00 kilometers, and the total investment in the construction drawing budget is 3.744 billion yuan; There are 3 sub-projects in the facility PPP project, the total estimated investment is 283.49 million yuan, and the estimated total investment of PPP adjustment is 290.98 million yuan.

This tender is the general contracting of the first phase (second batch) construction of Zuimei Longjiang 331 Frontier Road and the PPP social capital tender. It is divided into 1 tender section, and the tender section number is ZP2.

The construction content of this project is divided into two parts, A and B. Part A is the general contracting project for highway engineering construction, including (1) the reconstruction and expansion project of the section from Xunkesun Wujie to Heihe on the National Highway Dan’a Highway (G331), starting from K3240+380 of the National Highway Dan’a Highway (Xunkesun Wujie) , and the end point is at K3357+500 of National Highway Dan'a Highway, with a total length of about 113.52 kilometers. Among them, 33.15 kilometers of the main line adopts the first-class highway standard, and 80.37 kilometers of the main line adopts the second-class highway standard. (2) Zumei Longjiang 331 frontier road major and medium repair project, including 3 major repair projects and 1 middle repair project, with a total length of 303.72 kilometers, see the announcement annex for details. Part B is a PPP project for transportation and travel facilities, including 3 transportation and travel facilities, located in Aihui District, Heihe City and Shuangcheng District, Harbin City, Heilongjiang Province.
