Recently, the reporter learned from the official WeChat account of Sichuan Development and Reform that the construction of major projects in the Shuangcheng Economic Circle in the Chengdu-Chongqing area has achieved a good start. In the first quarter, 149 of the 160 major projects that have completed the construction of the twin-city economic circle in the Chongqing area have started construction, with a cumulative investment of 373.07 billion yuan, and an investment of 43.95 billion yuan in 2022.

In terms of modern infrastructure projects, 40 modern infrastructure network projects have been jointly built, 38 of which have been started, with a total investment of 1.35 trillion yuan, and a cumulative investment of 163.36 billion yuan, of which 15.78 billion yuan will be completed in 2022.

There are 5 airport projects in total, all of which have already started. The approach road of Leshan Airport has completed 40% of the subgrade filling, Langzhong Airport is carrying out the construction of the terminal pile foundation and tower main project, and the third-phase reconstruction and expansion project of Nanchong Gaoping Airport has completed 80% of the new terminal foundation project. There are 4 high-speed rail projects in total, and 3 have already started or started construction. The Sichuan section of the Chongqing-Kunming High-speed Railway has completed 39.5% of the subgrade works and 43.9% of the bridge works. The Huayingshan Tunnel, the early start point of the Chengda-Wanzhou high-speed railway, has been excavated for 1,436 meters. The plan has completed the internal review of China Railway Group. There are 10 highway projects in total, all of which have been started. Nanchong-Tongnan, Luzhou-Yongchuan, Kaijiang-Liangping expressways have completed 5.1%, 97%, and 12% of the roadbed projects respectively. The Zizhong-Tongliang expressway is expected to receive preliminary design approval by the end of April. There are 12 shipping hub projects in total, all of which have already started. The Jialing River Lize Shipping Hub has completed 99% of the first phase of the left bank project, and the Minjiang Longxikou avionics hub has completed 64% of the main plant construction. There are 4 infrastructure projects on the platform in adjacent areas, all of which have already started. The infrastructure project of Mingyue Mountain Green Development Demonstration Belt has completed 82% of the pavement works, and the infrastructure project of Sichuan-Chongqing Gaozhu New District is undergoing road construction. There are 5 energy infrastructure projects in total, 4 of which have been started. Sichuan-Chongqing 100 billion cubic meters natural gas base Sichuan produced 12.95 billion cubic meters of natural gas from January to March, a year-on-year increase of 7%. The Sichuan-Chongqing UHV AC Project is speeding up the preparation of the project feasibility study report.

In terms of modern industrial projects, 72 modern industrial system construction projects have been accelerated, 66 of which have been started, with a total investment of 540.2 billion yuan and a total investment of 149.27 billion yuan, of which 23.09 billion yuan will be completed in 2022, accounting for more than 50%, the annual planned investment completion rate reached 31.7%, and the over-schedule progress was 6.7 percentage points.

There are 49 manufacturing projects in total, 44 of which have been started. The construction of 4 projects including Chengdu Industrial Group's electronic information industry infrastructure and BOE Chongqing's 6th generation AMOLED (flexible) production line has been accelerated. 15 projects including Yibin Lithium Battery Industry and AVIC Lithium Battery (Phase I) in Longquanyi District, Chengdu are accelerating the construction of the main plant, with an annual investment completion rate of over 40%. A total of 10 digital economy projects have been started. The investment completion rate of 6 projects including Deyang Sun Control Terminus Artificial Intelligence City and Ya'an Big Data Industrial Base exceeded 37.5%. Sichuan-Chongqing 5G Network Coverage Construction Project Sichuan has built a total of 78,000 5G base stations. There are 7 modern service industry projects in total, 6 of which have been started. Projects such as Huaying Gaoxing Station Cargo Yard Project, Yuwei International Agricultural Approval Cold Chain in Weiyuan County, and Chongqing Dry Port Phase I of the New Land-Sea Channel are accelerating the construction of the main projects. A total of 6 modern and efficient agricultural projects with characteristics have been started. Projects such as Dazu Anyue-Chengdu Modern High-efficiency Characteristic Agriculture Belt Grain and Drug Cooperation Demonstration Park, Dazhu·Liangping Chengdu-Chongqing Modern High-efficiency Characteristic Agriculture Belt Cooperation Park and other projects have completed the investment beyond the schedule, and the main project of the tourist center of the Tong'an Characteristic Agricultural Industry Project has been completed.

In terms of scientific and technological innovation projects, 30 scientific and technological innovation projects that enhance the ability of collaborative innovation and development have all started, with a total investment of 74.97 billion yuan, and a cumulative investment of 33.49 billion yuan, of which 2.51 billion yuan will be completed in 2022.

There are 5 science and technology infrastructure projects in total. The National Major Science and Technology Infrastructure (Sichuan) Building of Translational Medicine has completed the quality inspection and acceptance, and the overall commissioning of the building’s mechanical and electrical systems is underway. The Huawei Chengdu Intelligent Computing Center Project (Phase I) is undergoing civil engineering construction. . There are 2 industrial innovation platform projects in total. The Sichuan-Chongqing Gaozhu New District Science and Technology Innovation Base project is undergoing earthwork construction, and the Sichuan-Chongqing Cooperation Phase I project of the State Key Laboratory of Big Data and Intelligent Computing jointly built by the province and the ministry has completed the decoration of some scientific research sites. There are 23 Western Science City projects in total. The Mianyang Laser Industry Base construction project is under construction of foundation piles, and the second phase of the Smart Medical Medical Center project has completed 67% of the main structure.

In terms of cultural tourism, ecological environmental protection and public service projects, there are 18 cultural tourism, ecological environmental protection and public service projects, 15 of which have started construction, with a total investment of 75.44 billion yuan and a cumulative investment of 26.95 billion yuan, of which 2.57 billion will be invested in 2022. The Sichuan-Chongqing joint prevention and control project for water ecological environmental protection in the Tongbo River Basin has completed 20% of the sewage pipe network renovation project in Pingtan Town and Jingshi Town. There are 6 public service projects in total, 4 of which have been started. The construction project of the Yibin Industry-Education Integration Training Base of Southwest University (Phase I) has completed the site leveling earthwork construction, and the National Southwest Regional Emergency Rescue Center has completed the project bidding.

It is reported that in the next step, Sichuan and Chongqing will combine the requirements of epidemic prevention and control to strengthen the supervision and investigation of project implementation, and continue to strengthen scheduling and element guarantees for projects that have already started, so as to promote progress, image and effectiveness. For projects that have not yet started, the preliminary work will be accelerated, the conditions for starting construction will be implemented, and the implementation will be promoted as soon as possible.
