In the early spring of Chongkan Town in Tongnan, the sea of rapeseed flowers has not completely shed its golden color, and a "big deal" related to future development has been settled. On February 24th, the bidding results for the EPC general contracting (second round) of the Mingyue Mountain primary, secondary, and tertiary industry integration development pilot zone project, which has attracted much attention, were officially announced in Tongnan District, Chongqing. After fierce competition, the consortium led by China Construction Third Engineering Group Co., Ltd., Sichuan Luqiao Shengtong Construction Engineering Co., Ltd., and Yunnan Water Resources and Hydropower Engineering Co., Ltd. respectively emerged as the "new owners" of the three sections. This is not only a rare agricultural, cultural, and tourism complex project in the history of Tongnan, but also a blueprint for deeply linking the "dormant" Taoist cultural resources with modern industries, indicating that Tongnan has taken a leap forward on the road of rural revitalization.

The three major sections' famous flowers have their own masters'

This bidding is divided into three sections, with a total investment of 2.00075 trillion yuan, a total construction period of 730 calendar days, and a defect liability period of 24 months. According to the bidding rules, each potential bidder can only bid for one section and can only become the winning bidder for one section.

The first section is led by China Construction Third Engineering Group Co., Ltd., in collaboration with Information Industry Electronics Eleventh Design and Research Institute Technology Engineering Co., Ltd., and won the first place with a total bid price of 579 million yuan. This section mainly covers some areas of Wofo Town, Xinsheng Town, and Chongkan Town. The construction content covers a wide range, from the Wofo Temple meditation and health experience area, Tiantai Mountain ancient village cultural experience area, to the Ruyi Lake water cultural experience area, Luopan Cultural Agricultural Park, and even includes sweet tea planting base, farmhouse entertainment, etc. It can be called a deep integration of "culture, tourism, and agriculture".

The second section was acquired by Sichuan Road and Bridge Shengtong Construction Engineering Co., Ltd. in collaboration with Gonghe Design Group Co., Ltd. and China Municipal Engineering North China Design and Research Institute Co., Ltd. for a price of 710 million yuan. This section focuses on the cultural experience area of Qiongjiang Water Town in Chongkan Town, with a focus on the construction of the Zhonglian Agricultural Science and Technology Industrial Park, cold chain logistics and warehousing center, zinc selenium rice and rapeseed oil deep processing plant, water market, etc., aiming to create a complete modern agricultural industry chain.

The third section is a joint venture between Yunnan Water Resources and Hydropower Engineering Co., Ltd. and Chongqing Design Institute Co., Ltd., with a winning bid of 528 million yuan. This section will focus on building a health and wellness community and a health and wellness cultural park in Xinsheng Town, providing high-quality health and wellness living facilities for the Mingyue Mountain area.

150000 square meters of buildings+85000 acres of farmland

According to the bidding documents, the project has a grand scale, with a total construction area of 150000 square meters and an organic ecological agriculture development scale of up to 85000 acres. The construction content almost covers the entire industry chain from fields to dining tables, as well as the comprehensive tourism elements from sightseeing to health preservation.

In terms of architecture, a comprehensive scientific research office building, an agricultural product processing base (including cold chain logistics), an agricultural plant exhibition center, a Taoist cultural health town, a tourism reception center, Ming and Qing courtyard houses, maker spaces, etc. will be constructed. In terms of agriculture, modern agricultural science and technology parks, three-dimensional fruit and vegetable greenhouses, traditional Chinese medicine planting bases, freshwater shrimp breeding bases, zinc selenium rice, selenium rich rapeseed, selenium rich ginger, sweet tea, and soybean planting bases will be built, and soil pollution control and land remediation will be implemented simultaneously.

This "linkage of primary, secondary, and tertiary industries" model aims to transform the Mingyue Mountain area into a national level industrial integration and development pilot zone that integrates modern agriculture, cultural tourism, health and vacation, agricultural product processing, and exhibition and sales. After the completion of the project, tourists can not only experience the Taoist culture of Chen Tuan, appreciate the scenery of Qiongjiang Water Town, but also participate in agricultural experiences and purchase high-quality selenium rich agricultural products, achieving one-stop satisfaction of "food, accommodation, transportation, travel, shopping and entertainment".

Empowering rural revitalization

The implementation of this project has profound strategic significance for Tongnan District and even Chongqing City. Firstly, it will directly drive local employment, providing a large number of job opportunities for surrounding towns and villages through multiple links such as agricultural product planting, processing, logistics, and tourism services, and helping farmers increase their income and become prosperous.

Secondly, the project will greatly enhance the brand influence of Tongnan Tourism. The hometown of Chen Tuan's ancestors is a unique cultural IP in Tongnan. Combining the natural scenery and modern agricultural landscape of Mingyue Mountain, it is expected to become another "golden business card" after the Tongnan Rapeseed Flower Festival, attracting more tourists from Chengdu Chongqing region and even the whole country.

Finally, the project actively responds to China's strategic deployment on rural revitalization and modernization of agriculture and rural areas, and is a vivid practice of exploring the transformation path of "green mountains and clear waters are as valuable as mountains of gold and silver".
