On June 1, 2022, the Fujian Provincial People's Government issued a notice on the "Fujian Province's 14th Five-Year Plan for Energy Development Special Plan". The "Planning" pointed out that the scale of wind power construction should be increased. During the "14th Five-Year Plan" period, the construction of offshore wind power projects within the province's sea area under the "Fujian Offshore Wind Farm Engineering Plan" will be promoted in an orderly manner, and the new development scale will be 10.3 million kilowatts. Steadily promote the deep-sea offshore wind power projects in the state-managed sea areas, strengthen the evaluation of construction conditions and the technical demonstration of deep-sea large-capacity wind turbines, long-distance flexible DC power transmission, and offshore wind power integration development, and demonstrate the development of 4.8 million kilowatts.

According to the main tasks of the plan, a total of 128 major engineering projects (including engineering packages) of six categories have been sorted out. Among them, for offshore wind power, in accordance with the rules of competition and allocation, continue to promote large-scale concentrated contiguous offshore wind power development, focus on promoting offshore wind power projects in Fuzhou, Ningde, Putian, Zhangzhou, Pingtan and other regions with better resources, and steadily promote deep-sea wind power projects During the "14th Five-Year Plan" period, the grid-connected installed capacity will be increased by 4.1 million kilowatts, and the newly developed offshore wind power in the sea area under the management of the province will be about 10.3 million kilowatts.
