On May 31, 2024, the Huainan Municipal Government officially released a new round of implementation plan for the construction of four good rural roads, aiming to fully build a rural road transportation system with coordinated development of construction, management, protection and transportation by 2027, and plans to build 1,253 kilometers of rural roads. This major measure will effectively promote the construction of transportation infrastructure and economic development in rural areas of Huainan City, and bring tangible benefits to farmers.

As a major livelihood project, a people's heart project and a benevolent project, the four good rural roads are the leading and basic facilities for agricultural and rural development, and are also an important support for the construction of a new socialist countryside. Zhu Yong, deputy director of the Huainan Municipal Transportation Bureau, emphasized at the press conference that the goal of this implementation plan is to achieve more than 75% of the proportion of established villages with two-lane roads or above, 100% of qualified townships with third-level and above roads, 100% timely disposal rate of Class IV and V bridges, 100% automated detection rate of technical conditions of rural road pavement, 100% public transportation accessibility rate in established villages, 70% of charging facilities in township urban and rural bus parking stations providing services to the society, and 100% of established villages reaching the county town with a maximum of one transfer.

To achieve these goals, Sun Siliang, director of the Huainan Municipal County and Township Highway Administration, introduced specific optimization measures at the press conference. Huainan City plans to build and renovate 1,253 kilometers of rural roads, including upgrading county roads, upgrading township roads, widening village roads, and converting white roads to black roads. After these tasks are completed, the quality and traffic capacity of rural roads will be significantly improved, and the travel conditions of farmers will be further improved.

In terms of road safety, Huainan City has elevated rural road safety to the top priority and carried out refined improvement actions for road safety facilities and traffic order management. For sections where highway safety facilities are missing, it is required to complete rectification and installation by the end of 2024 to ensure that all facilities are installed. At the same time, promote rural road disaster insurance to enhance rural traffic safety emergency response and disaster prevention and mitigation capabilities.

In addition, Huainan City will also promote the integrated development of passenger, freight and mail, encourage local governments to build a three-level logistics network node system at the county, township and village levels, build township comprehensive transportation service stations with passenger, freight and mail functions, and basically achieve full coverage of express delivery services in established villages. This measure will effectively promote the development of logistics in rural areas, improve the market competitiveness of agricultural products, and promote the rapid growth of the rural economy.

At the same time, Huainan City will promote the integrated development of rural roads with new formats such as characteristic industries, modern agriculture, rural tourism, homestay health care, resource development, characteristic towns, and e-commerce logistics according to local conditions. This innovative model will further expand the functions of rural roads, enhance the overall development level of rural areas, and create more employment opportunities and income channels for farmers.
