The First Deputy Prime Minister of the Republic of Kazakhstan, Roman Skriar, recently announced at a government press conference that the feasibility study for the country's nuclear power plant construction project is expected to be officially completed in December 2025. The total investment of this major energy project is expected to reach 14 billion US dollars, and after completion, it will significantly enhance the independent energy supply capacity of the Republic of Kazakhstan.
Deputy Prime Minister Skriar stated that the Russian State Atomic Energy Corporation has signed a roadmap with the Republic of Kazakhstan to build two VVER-1200 reactors. According to the plan, the construction period of the first nuclear power plant is about 11 years, and it is expected to be completed and put into operation from 2035 to 2036. It is worth noting that the Chairman of the Atomic Energy Agency of the Republic of Kazakhstan, Masadam Satkalyev, previously revealed that the second nuclear power plant is planned to be built in cooperation with China National Nuclear Corporation.
The financing plan for this project is currently under discussion and may receive national export financing support from the Russian Federation. Deputy Prime Minister Skriar emphasized that the project, as a commercially viable investment, will not increase the national debt burden of the Republic of Kazakhstan. In the national referendum held in the Republic of Kazakhstan in 2024, the decision to build a nuclear power plant was passed with a majority of votes in favor. The completion of this feasibility study will lay the foundation for the subsequent bidding work of the project, including equipment procurement, engineering construction, and other links, which will gradually initiate international bidding procedures.
After the completion of the nuclear power plant project, it will effectively alleviate the power supply pressure of the Republic of Kazakhstan, reduce dependence on traditional fossil fuels, and provide important support for the country to achieve diversified energy structure. As an important project of the energy cooperation of the "the Belt and Road", the project will also further deepen the energy cooperation between the Republic of Kazakhstan and China, Russia and other countries. After the feasibility study is completed, the government of the Republic of Kazakhstan will announce a detailed project construction plan and bidding schedule, which will attract leading nuclear power equipment suppliers and engineering construction companies from around the world to participate in bidding.
