Significant progress since 2025- the Shanyin 2 × 1 million kilowatt coal-fired power project, which aims to increase power consumption while reducing power consumption, has officially started construction. This landmark event signifies that Shanxi Province's first integrated coal electricity and new energy comprehensive energy base has entered the substantive construction stage.

The project is located in Shanyin County, Shuozhou City, Shanxi Province, China, with a total installed capacity of over 6 million kilowatts, including the construction of a 4 million kilowatt new energy project. Innovatively adopting the "one subject" operation mode to achieve coordinated scheduling, complementary assistance, and bundled delivery of coal-fired power and new energy, it is expected that the proportion of clean energy generation will reach 50%. The total investment of the project is more than 30 billion yuan, which is jointly invested and developed by China Huaneng International Power Co., Ltd. and Shanxi Huayu Energy Co., Ltd. under China middling coal Energy Group Co., Ltd.

This major energy project originates from the Strategic Cooperation Agreement on the North Shanxi Ten Million Kilowatt Clean Energy Delivery Base signed by Shuozhou Municipal People's Government, China Huaneng Group Co., Ltd., middling coal Huayu and other enterprises in 2020. According to the agreement plan, 45 billion yuan will be invested during the 14th Five Year Plan period to construct coal-fired power units and 6 million kilowatts of affordable photovoltaic and wind power projects, providing stable and reliable supporting power for the "Jin Power Transmission to Zhejiang" ultra-high voltage direct current project.

The Shanyin coal-fired power project, which started construction first this time, is the core project of the comprehensive energy base. It adopts multiple world leading technologies: the unit uses ultra supercritical air-cooled coal-fired power generation technology, and innovatively adopts the "two machines and one tower" steel tower structure indirect cooling tower scheme, which can achieve near zero emission of pollutants. The project is expected to achieve dual machine operation in the first half of 2028, with an annual power generation of approximately 15 billion kilowatt hours, and will become an important green and low-carbon peak shaving power source for the North China Power Grid.

China Huaneng Group and China middling coal Energy Group have deep industrial bases in Shanxi Province and Shuozhou City. Among them, China middling coal Energy Group has participated in the integration of small and medium-sized coal mines in Shuozhou City as early as 2009. China Huaneng Group operates multiple new energy projects in Shanxi Province, including the Ximo Photovoltaic Power Station in Ruicheng County and the Duanjiabao Wind Farm in Yuanping City. In recent years, Shuozhou City has also accelerated the construction of new energy projects, striving to exceed 10 million kilowatts of installed power capacity in the city by 2025.

Industry experts point out that the implementation of this project has created a new model of power system construction in China's "coal electricity and new energy joint venture". Through integrated planning, construction, and operation, it not only ensures the safe and stable supply of electricity, but also significantly increases the proportion of clean energy, providing a replicable and promotable demonstration case for the green transformation of China's energy structure. After the completion of the project, it will effectively promote the transformation of Shanxi Province's energy and resource advantages into economic advantages, assist in the implementation of the "Jin Power Transmission to Zhejiang" strategy, and have important strategic significance for peak shaving and low-carbon development of the North China power grid.
