The Rui'an-2 offshore wind power project is a key clean energy project promoted by Wenzhou City, Zhejiang Province, aiming to implement the Zhejiang Province Offshore Wind Power Plan and the national clean energy demonstration province construction goals. The project is constructed, operated, and managed by Ruian Runyang New Energy Co., Ltd., a joint venture between Goldwind Technology and Wenzhou Energy Development, with a total installed capacity of 600000 kilowatts, which is one of the "Thousand Trillion" projects in Zhejiang Province. It is positioned as a key node for offshore wind power development in the Yangtze River Delta region, aiming to optimize the regional energy structure and promote green and low-carbon transformation.
On August 22, 2025, the Development and Reform Bureau of Rui'an City, Wenzhou City, Zhejiang Province, issued the "Reply on the Approval Change of Rui'an No. 2 Offshore Wind Power Project", which showed that the Rui'an No. 2 offshore wind power project had been approved by the Rui'an Development and Reform Bureau under Ruifa Gaitou [2023] No. 307. Due to conflicts between the construction project's sea area site and the non adjustable route, the technical plan needs to be adjusted. The project construction content is adjusted as follows: the proposed wind farm is located in the eastern sea area of Rui'an City, with a center offshore distance of about 71 kilometers and a water depth of 33-36 meters. The total installed capacity of the project is 600000 kilowatts, and the sea area of the site is about 38.4 square kilometers. It is planned to install 30 single unit capacity 20MW wind turbine units, and simultaneously construct an offshore boosting station, an onshore centralized control center (shared with the Pingyang 1 offshore wind power project, built in two zones, north and south, one zone is for Rui'an 2's own use, and the other zone is leased to Pingyang 1 for use), and a transmission line to Rui'an Integrated Station. The wind turbines are collected by a 66kV power collection submarine cable and sent to the offshore boosting station. After boosting, they are laid through the submarine cable and connected to the onshore centralized control center near the Rui'an Dingshan Phase III reclamation area. The specific access plan shall be subject to the review and approval of the access system report by the relevant department. The total investment of the project has decreased from 9.42 billion yuan to 6.805 billion yuan, mainly due to the simplification of the technical scheme and the reduction of the sea area involved. After the project is fully put into operation, the annual power generation is expected to reach about 2.5 billion kilowatt hours. The land acquisition area for the onshore centralized control center of Rui'an No.2 offshore wind power project is 29318m2. The main project includes: 2 sets of 500kV step-down transformers with a capacity of 175MVA, 2 sets of 500kV high-voltage reactors with a capacity of 500Mvar, 500kV indoor distribution equipment, 35kV indoor distribution equipment, and 8 sets of 35kV dynamic reactive power compensation devices with a capacity of ± 43Mvar; The station is equipped with a comprehensive production building, SVG building, GIS building, hazardous waste room, etc. After one 500kV AC submarine cable lands at the landing point, it passes through the embankment and Hengsi River through directional drilling and connects to the onshore centralized control center. The underground cable path is about 0.3km long. This project will build one 500kV overhead line from the 500kV onshore centralized control center and connect to the proposed 500kV Rui'an integrated station, using a single circuit installation with a line path length of 0.5km.

The Ruian No.2 offshore wind power project has some highlights in terms of technology application and industrial synergy. Firstly, the application of advanced wind turbines. The project plans to install 30 wind turbines with a single capacity of 20MW. A single unit capacity of 20MW is currently the advanced level in the global offshore wind power field, which means higher power generation efficiency and better economy. As an important base for Goldwind Technology along the southeast coast, it may become a demonstration project for the mass application of domestically produced large megawatt units. Secondly, share the onshore centralized control center. The project will share an onshore centralized control center with the Pingyang No.1 offshore wind power project (both led by Goldwind Technology), and adopt a zoning construction and management approach. This intensive design can effectively save valuable land resources, reduce construction and operation costs, and synchronize with the Rui'an 1 and 3 offshore wind power projects to form a regional clean energy cluster effect.
